For example, people who live at the poverty level are less likely to learn about a mandatory evacuation because of limited access to news reports. Or, if they do hear about it, they are less likely to leave because they lack transportation, money for travel expenses, and/or a place to evacuate to. These realities create an inequality and increase vulnerability. Hurricane Katrina is an example of a major disaster that struck a predominantly poor part of New Orleans, resulting in thousands of people either displaced or lost their life.
