Technician A says that when there is high CEMF, there will be high current flow.

Technician B says that if the reluctance of an electromagnet increases, its field strength increases.

When the armature rotates in a magnetic field a small amount of self-generated voltage is induced in it. This induced voltage opposes the voltage supplied by the battery thus less current is flowing in the armature coils, as a result, the starting motor moves slowly and provide less torque to the engine.

Thus, when the armature turns slowly a low amount of voltage induced in it therefore, a low CEMF is present in it passing a high current to flow and vice versa...
