The given compound is saturated, i.e., single bond between the carbons. There is free rotation about this single C-C bond. The molecule is same after rotation and there is no isomerism possible. Cis-Trans isomerism do not apply to molecules that have only single carbon-carbon bond because they can rotate freely. Therefore, there is only one compound named 1, 2-dichloroethene.

Due to cis and Trans isomers of 1, 2-dichloroethene, it has two distinct compounds.
