A reference frame can be considered as a coordinate system in which experiments equipped with any equipment make position and time measurements on moving objects. Inertial reference frame is the one in which newton’s first law is valid. This implies accelerating reference frames are not inertial reference frames.

Any reference frame that moves at constant velocity with respect to an inertial reference frame itself is an inertial reference frame. The people in the ground are in an inertial reference frame. It is given that the airplane moves at a constant velocity with respect to the ground so that it is also an inertial reference frame. This implies there can be no experiment to prove that the person in the airplane is moving while those on the ground are at rest.
