Explanation

Consider any row reduced matrix.

The first instruction is to find the leading entry of each row in the matrix and check whether it is 1 and its column is cleared. If the leading entry is not 1 or if the column is not cleared then the matrix is not considered reduced.

Now, we check to see if the leading entry in each row is to the right of the leading entry of the row above.

Finally, we will check that the rows are arranged such that the rows of zeroes are at the bottom.
