a. Express each state's population (and the total population) in terms of thousands.

b. Find the standard divisor and round it off to two decimal places.

c. Use Hamilton's Method to apportion the 140 legislative seats.

d. Suppose the total number of seats increases by one. Reapportion the 141 legislative seats.

e. Is the Alabama Paradox exhibited? Explain.
