Explanation:

The word ‘to’ is categorized under two parts of speech: preposition and adverb. As a preposition it indicates relationships, while as an adverb it tells the reader that something is either almost or fully closed or shut.

It is also used to form the to-infinitive form of verbs. Infinitives are the basic forms of verbs without any conjugation to fit a subject. Without ‘to’ preceding them, they are called bare-infinitives. When ‘to’ is placed before them, such as in to work, to eat, to drive and so on and so forth, they are called to-infinitives. 

Sometimes ‘to’ can also be used without a verb after it if it has been mentioned earlier or is already known. For instance,

I’ve been asked to complete this task, but I don’t want to.

However, even though it is closely associated with verbs, is required for their to-infinitive forms, and can sometimes stand in for one, ‘to’ itself is not a verb. It is not an action word.
