I, David Brearley am very much against the Virginia plan. I believe this method would block out the smaller states, and the bigger states would make all the important decisions. The police have what Seth Stoughton calls a “warrior” problem (226). Police departments have been cultivating the warrior mythos that officers are like soldiers within the community trying to survive. This mentality has created problems for police departments causing the citizens be fearful and mistrusting the police. This is what is happening in Greensboro.
