Over the past several decades, there have been great tensions between the United States and the Soviet Union which continue into what is known today as Russia. Suspicions and tensions between these two countries increased greatly during and directly after World War II, particularly between 1941 and 1949.

“I believe that it must be the policy of the United States to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures.” This declaration, made by former President Harry S. Truman on March 12, 1947, is part of the Truman Doctrine, and was the basis for U.S. involvement in Western Europe throughout the Cold War. Although the North Atlantic Treaty, and the resulting North Atlantic Treaty Organization (NATO), was established during the Cold War “to keep the Russians out, the Americans in, and the Germans down,” NATO has persisted since the collapse of the Soviet Union in 1990. This essay will seek to examine the U.S. decision to create and participate in NATO. It will begin by providing a history of NATO and the U.S. decision to participate in NATO before considering how this decision is both an instance of continuity and change in U.S. foreign policy since former President George Washington’s Farewell Address. The essay will conclude by considering the legacy of this decision and its impact on U.S. foreign policy. While this essay will consider the period of time leading up to the formation of NATO and will briefly touch on the present day, greatest consideration will be paid to the time period immediately preceding and following the formation of NATO in 1949.

Even though the United States emerged as a clear victor of World War I, many Americans after the war felt that their involvement in the conflict had been a mistake (Markus Schoof, “The American Experience During World War II,” slide 3). This belief, however, did not deter the country from engaging in many other international affairs in the future, most importantly the WWII and the Cold War. Right from the Manifest Destiny, which led to expand its empire at home and abroad, to the World War I, the country had come a long way from being somewhat a lonely-land to a global superpower of the 20th century. Its influence in the international arena grew unprecedently after its commitment to the World War II, and like they say, the rest is history. If the WWII was a resounding success to the American legacy, what followed, the Cold War, put many implications on the American diplomatic relations with the Soviet Union and to the world. Although the rising Fascism in Europe and the Japanese attack on Pearl Harbor drove the U.S. to enter the WWII, historians over the years have laid equal blames on both nations for starting the Cold War. These two events helped in shaping up many domestic and foreign policies for the U.S.

Relations between the United States and the Soviet Union have always been complicated. Over the entire 20th century they have been close allies to bitter rivals. The stark differences in each of their political systems prevented the USA and the USSR from maintaining a close political friendship and understanding, and even to the very edge of war.

There are many opinions on who started the Cold War, whether it be the USSR’s fault or the United States. With old trust issues rising up again, the next forty years resulted in constant tension and aggression between the two rival powers. But, when it’s time to place the blame for this tedious conflict, it is clear the United States can be blamed, for they were constantly imposing their greater power, and led the USSR to lose their trust due to international acts of aggression from the US. Although the Soviet Union and the United States fought together during World War II against the Axis Powers, the relationship between the two grew bitter going into the 1950’s Cold War. The Cold War left a dominant impact on the U.S. and American living throughout the 20th century. The fall out between the U.S. and the Soviet Union created various issues that United States dealt with (Suddath). The United States was a capitalistic country, while the Soviet Union, also known as the USSR, was lead by a strong communist influence. The expansion of Soviets into Eastern Europe fueled most of the fear the U.S. had of Russia, that they would attempt to influence many more countries.

The United States, on the other hand, was recovering from multiple devastations. World War II had taken a toll on the citizens due to the casualties and the unnecessary battles. Therefore, they were caught off guard, and it allowed Russia to advance more, but they still didn’t get too far ahead. This was because of France and the United Kingdom. They were able to get Russia under control, for the most part, until the United States was filled in. At that point, Winston Churchill made ‘The Sinews of Peace’ speech, also known as The Iron Curtain speech, in Fulton, Missouri, USA. The speech really helped everyone get back into the game, and unite together. In 1949, NATO was created, just for the Cold War. NATO, an acronym for North Atlantic Treaty Organization, originally had the United States, the United Kingdom, Belgium, the Netherlands, Luxembourg, France, Canada, Portugal, Italy, Norway, Denmark, and Iceland as members. Its purpose was to keep an alliance against Communist Russia and their allies. Just a few months after this, Russia tested its atomic bomb it had built, and by no surprise, it was in fact lethal. Knowing that Russia could also use atomic bombs now, NATO members were panicked, and needed an upper hand. Luckily for them, China had just been overtaken by Communist leader Mao Zedong. This was good because it let the Powers know that Russia would fracture its power, leaving weak spots for them to poke at, and eventually break Russia’s shield.

On May 8th, 1945, Field Marshal Wilhelm Keitel surrendered the German armed forces to the allies in Berlin, thus ending the war for Germany. The German people were then confronted by a situation never before experienced. All of Germany was occupied by foreign armies, their cities and infrastructure lay in ruins, and millions were homeless and starving. Following the unilateral surrender by Germany, the country was divided into four zones, governed by each of the allied powers: Britain, France, the U.S. and the Soviet Union. As diplomacy between the West and the Soviet Union began to deteriorate, each zone became more self-sufficient and independent of the others. Tensions between the West and the Soviet Union also began to rise as it became apparent that the two super powers, the U.S. and the U.S.S.R. would vie for dominance throughout the world, each seeking to spread its ideology and stop the spread of the other’s. The first real exacerbation of this conflict came when the Soviet Union blockaded the divided city of Berlin, which lay in is zone of control. The U.S.S.R. wanted to test the Western resolve to hold Berlin and maintain control. The response the U.S. chose was to keep Berlin supplied by air, through constant resupply by aircraft, a feat never before accomplished. The airlift lasted for nearly eleven months and kept the Western controlled sectors of Berlin adequately supplied, and showed the Soviet Union the U.S.’s resolve to hold out against the spread of

The Cold War, the post World War II tensions between the Soviet Union and The United States of America between 1945 and 1990, can be looked at as an inevitable occurrence that resulted from two powerful countries attempting to overcome one another. In the book Global Capitalism, Jeffry Frieden, states “conflict may have been an inevitable consequence of the tension that ensued as each superpower faced the unwelcome ascendance of the other” (Frieden 263).

“The Cold War became a dominant influence on many aspects of American society for much of the second half of the twentieth century. It escalated due to antagonist values between the United States, representing capitalism and democracy, and the Soviet Union, representing communism and authoritarianism” (Tradshad, par. 1). This long lasting war had a lot of negative effects on the American people, but also helped many in a positive way of becoming free citizens. Throught our lives we are taught how The United States of America allegedly did not have any relations with the super power, United Soviet socialist republic of Russia (USSR). As more in depth research is done, it becomes obvious that this was not that case. It also becomes obvious that our relationships with the soviets was soley based on geopolitical and economic “needs”. Looking back at the birth, beginning and harships of the early Soviet union(1920’s) it is very clear that all this is true. Althought were taught early on in schools that, “we hate Russia!”, evidence shows that we did have relations with the tyrannical super power and our rationals were made through economic and geopolitical beleifs and “needs”.
