For this observation, I tried to look up the relationship between supplier and offices. From 2012 to 2015, top 10 suppliers generated $63216036878.69 dollars in total (Table 2.1). Based on the table 2.2, Department of Health Care Services spent $83590661471.67 dollars on Purchasing 529 items in total (Table 2.2 and Chart2.2). The thing is, most of the top 10 supplier’s revenue were contributed from Department of Health Care Services in 529 transactions. In contrast, Department of Health Care Services only spent $97463543.55 in other 20094 transactions between 2012 and 2015 (Table2.3). Throughout that three fiscal years, CA government offices spent a total of $58226138.61 dollars for purchasing goods from DVBEs, and the things they purchased the most from them were office supplies such as copy paper (Table 3.3 and Table 3.2). I will recommend that the government should provide some training programs for disabled veterans, such as basic programming and data entry courses. For disabled veterans, the more skills they learned, the more money they can earn. For CA government, they can build the citizen’s trust based on showing them, that government cares about social groups business development such as disabled veteran business enterprise development.
Observation Four: The Difficulty of Non-for-profit Company’s Business Development in Department of Corrections and Rehabilitation
Non-for-profit company’s development is a big topic to discuss. We have Catapult Creative House and Discovery Playhouse in Cape Girardeau, and these non-for-profit companies are trying to a way to help the community. During 2012 to 2015, CA government offices made a total of $83793432.27 dollars purchases from Non-for-profit companies, and around 63% of purchases were from Department of Corrections and Rehabilitation (Table 4.1 and Chart 4.1). For Department of Corrections and Rehabilitation, the item they purchased the most from Non-for-profit company was coveralls, admitting kits, they purchased 44116.97
