In the article, "The war against the Poor Instead of Programs to End Poverty", professor Herbert J. Gans, tries to bring forward the condition of the poor along with the stereotypes held against them for the vested interest of the wealthier section of the society. He also tries to highlight the minimal effort made from the government towards it.

Promises not Kept: Poverty and the Betrayal of Third World Development by John Isbister is a balanced, penetrating, and exciting account of why most people on the planet are poor, who has betrayed the promise for social change, and what we can do about it. Isbister gives a superb overview of third world development. He challenges people in developed nations to accept their share of responsibility for Third World stagnation and examines and analyzing international development issues. Promises not Kept offers provocative answers to the question of increasing world poverty.

In the early days of Colonial America life was harsh and “difficult, the colonists faced conflicts with natives, starvation, and difficulties finding stable sources of food and support” (Jaffee). The culture at first was a struggle for those settlers who had to cross the Atlantic by contract. Most of these people were bound by their contracts for four to seven years. As for most women in the early days of Colonial America they were “expected to grow up, get married, have children, and take care of a home (Peck).

Poverty has long been a topic of importance for people. They have always sought a way to somehow eliminate poverty from society. In the mid 20th century, politicians waged a so called “war on poverty”. This led to the eventual creation of the welfare system which assisted those living in poverty

Poverty, or the inability to afford basic human needs, is an issue that is spread worldwide. There are people everywhere who cannot afford shelter, food, healthcare, or education. It seems easy enough to ignore the bum asking for change on the street, but it becomes near impossible in regions where whole families are begging on the street. This rings true in Latin America and it is extremely frustrating to see social inequality this extreme. This essay will examine how much poverty exists in Latin America, why the amount of poverty is so disproportionate and what can possibly be done to alleviate the amount of poverty in these countries.

Poverty for centuries has been a very severe issue that has troubled many nations while impeding economic developments and progress. Poverty stricken countries are majorly concentrated in the continents of Africa and Asia. Continents like the Americas and Europe have globally been recognized as been wealthier yet still many parts of these ostensible countries face massive cases of poverty. Most at times, countries with high populations owing to high birth rates face the most cases of poverty. The definition of poverty can be boundless in the sense that poverty entails so many subsections as it sometimes gets complicated to group everything under one umbrella. Society tends to focus more on the tangible aspects of poverty because many people associate poverty with lacking money and it makes sense because poverty in terms of lacking money is a major problem affecting almost every country in the world. Even though it is debatable that poverty can be physical, intellectual, spiritual and even emotional, it is best to talk about the lack of money and economic developments in this essay. With reference to the oxford English Dictionary, poverty is state of being extremely poor and the state of being inferior in quality or insufficient in amount. Reflecting on this definition given, I deduced that malnutrition and hunger can define poverty. Many describe poverty as an economic deprivation, or lack of income. However, this alone does not incorporate the different social, cultural and political aspects of this unfortunate reality. Poverty is not only a deprivation of economic or material resources but a violation of human dignity. The general scarcity, lack, or the state of one without a specific amount of material possessions or money. It is a versatile concept that may be defined as either absolute or relative. Time and again, poverty is a call to action, for the poor and the wealthy alike, it is a call to change the world so that many more may have enough to eat, adequate shelter, access to education and health, protection from violence, and a voice in what happens in their communities.

Unfortunately, it was estimated that roughly 1.2 billion people in 1993 lived in extreme or absolute poverty, that which Robert McNamara regards “‘a condition of life so characterized by malnutrition, illiteracy, disease, squalid surroundings, high infant mortality and low life expectancy as to be beneath any reasonable standard of human dignity’” (Singer 219, 220). These estimates can be projected at nearly 2 billion today. A large majority of the people living in absolute poverty resides in underdeveloped countries. Among the nearly 4.4 billion people in these countries, “3/5 lives in societies lacking basic sanitation; 1/3 go without safe drinking water; 1/4 lack adequate housing; 1/5 are undernourished, and 1.3 billion live on less than $1 a day” (Speth 1).

Most of the developing countries are mired deeply in economical obstacles, which prevent them from development significantly. In order to overcome those embarrassments world’s society struggles to find the efficient solution for poor countries’ economies. Historically, developed countries undertook policy of giving aid to their colonies, afterwards by the end of The Second World War the United States and United Nations embarked the global sponsorship to the developing countries and countries of the Third World due to humanitarian considerations. Since then many other countries have joined in the effort to provide financial aid to lesser developed or poverty ridden countries. But none of those countries that received an aid had experienced a prosperity phase and rapid economic growth.

The rise of globalization following WWII generated three important factors that define today’s world. McNeill and McNeill agree with Pollard, Rosenberg, and Tignor that multiple economic changes, such as the creation of financial institutions like the International Monetary Fund (IMF) contributed to the globalization of the world economy. Carter and Warren further this argument by claiming that globalization has caused shifts in the modern economy, namely the rise of Asian economic powers. However, all three historians agree that the rise of globalization goes hand in hand with the rise of inequality in today’s world. Gaps in power, wealth, and access to information have only widened due to the trend of globalization. The final key factor defining our world today are the ongoing processes affecting development countries. McNeill and McNeill argue similarly to Carter and Warren that the end of imperialism generated new nations who quickly realized the free market was a pathway to stability. However, Pollard et al. and McNeill and McNeill place importance on financial institutions like the IMF forcing developing nations to reform their economies to be subservient to the world’s economy. Together, these historians argue that the trend of globalization following WWII caused factors like the modern global economy, the rise in inequality, and the development of new, decolonized nations to be key determiners in the world today.

The countries that have experienced high and rising levels of poverty are more often than not, the developing countries that have been marginalised from the process of globalization. Think of North Korea or many countries in Africa. Such countries have insufficient levels of international trade and investment -- not too much. Whether poor countries are poor because they do not trade enough or because poverty stricken countries are prevented from engaging in the global economy, less globalization is generally associated with less development. Ernesto Zedillo, the former president of Mexico seems to have understood the power of globalization when he said, "In every case where a poor nation has significantly overcome its poverty, this has been achieved while engaging in production for export markets and opening itself to the influx of foreign goods, investment and technology -- that is, by participating in globalization."

Lack of development in countries in the so-called `Third World' has many political and economical reasons. Historians explain the inadequacy of developing countries with the early imperialism and the resulting colonization of the South. Exploitation of mineral resources, deforestation, slavery, and the adaptation of foreign policies shaped the picture of today's suffering and struggling civilizations and natural rich continents. The omission of concessions and equal negotiations between dependency and supremacy give rise to the contrast of enormous resources and immense poverty in developing countries is.
