The Foster Care Independence Act of 1999 (P.L. 106-169) was enacted into law in December 14, 1999. The primary purpose of the Foster Care Independence Act of 1999 is to reform and expand the Independent Living program. Under this new legislation, named in honor of the late Senator John H. Chafee, the federal allotment for Title IV-E independent living programs has doubled from $70 million per year to $140 million (although currently only appropriated at $105 million). This program is authorized under Title IV-E of the Social Security Act and is designed to help children in foster care prepare to become independent once they transition out of foster care at age 18. The Foster Care Independence Act of 1999 (FCIA) was enacted to provide provisions to children who were being aged out of the foster programs. It received dual-party support from both the House and Senate, and acquired support from R-Tom DeLay of Texas (Mcmillan, 1999). FCIA was put into law law by President Clinton in December of 1999. The main push of FCIA is to increase the requirements for Independent Living Programs by doubling the funding for these programs (Graf, 2002, p. 2).
The foster care system exists in order to enhance the lives of children whose parents were deceased rather than because of abuse today. Our outlook, principles, and ways of being concern for and protecting abused or neglected children and looking after families has shifted greatly throughout history. In this paper I will discuss and inform the readers on the three main components. The first part will discuss the foundation and growth of the foster care system as time pass. Secondly, describe the contemporary state of the system within the United States, including pertinent statistics. Lastly, considering future guidelines intended for the system, including ways in which the system can progress throughout the time.
In the past few decades there has be an increasing amount of children placed in the foster care system. With the amount of rising teen pregnancies and maternal drug abuse means increasing numbers of infants abandoned at birth. There have been many cases of child abuse or neglect that have been on the rise. State and local agencies are unable to suitably supervise foster homes or arrange adoptions. Statistics show that many children will spend most of their childhood and teenage years in the foster care system, which has shown to leave emotional scars on the child. Today, Child Welfare groups are looking for federal funding and legislation to increase programs and services aimed at keeping families together.
Every year in the United States, hundreds of children and adolescents are taken from their parents and primary caregivers and placed in out-of-home care situations due to issues in their homes and family lives which contribute to unsafe living conditions. These children and adolescents often face many health, behavioral, developmental, and psychological issues.

According to the U.S. Department of Health and Human Services, every year close to 25,000 youth age out of the foster care system and are faced with cold hard realities of adulthood. This does not include the youth who leave the system, which is estimated to be another 30,000. Most adolescents anticipate their eighteenth birthday, as it brings on a new found sense of independence and most importantly a time of celebration. However when foster children reach eighteen, they begin facing the challenges of transitioning to adulthood. These children disproportionately join the ranks of the homeless, incarcerated, and unemployed. These youth are unprepared for the independent life they are forced to take on. The average age that young adults who have never experienced foster care leave their family home for good is 24, and 40% return home again at least once afterwards (Margolin, 2008). With these facts being stated, we yet expect youth who has dealt with rejection after rejection to leave “home” of the state custody permanently and fin for themselves. These youth sometimes have fewer than $250 in cash, only one-third have drivers licenses, and fewer than one-quarter have the basic tools to set up a household, let alone the skills to know what to do with the tools (Krinsky, 2010). Youth exit care with no more than a garbage bag of their belongings, finding themselves alone at the age of eighteen, with little reason to celebrate what is supposed to be an exciting milestone
As of 2016 there were nearly a half million children in the foster care system, with roughly 25,000 “aging-out” each year (Ahmann, 2017). Most adolescents “age out” of the system with no one to mentor or serve as a caring parent figure. Foster youth are in dire need of long-term adult role models to guide them to achieve success. According to Ahmann, 50% of foster youth left “the system” without a high-school degree, as well as with having higher rates of PTSD, and depression (p. 43). Ahmann presented that research has proven teenagers, in general, that have quality relationships from adults able to provide support, do better than those that do not. If research has shown efficacy in supportive adult figures in a teen’s life then one can conclude that foster youth would also benefit. Foster children are at a disadvantage a soon as they enter “the system” so giving them resources proven positive is vital to their future success.
Adolescents aging out of the foster care system face many challenges. Most youth who have reached legal adulthood have been taught essential life skills and have a safety net of family and community support systems (Paul-Ward & Lambdin-Pattavina, 2016). Foster children often age out of the system with little or no social network and lacking the skills to acquire basic necessities such as employment, housing or healthcare. The absence of these two important fundamental needs increases the likelihood of perpetuating a generational cycle of poverty, abuse/neglect, criminality and substance abuse.
There are over 428,000 children in the foster system(“Children rights”). Every day 1,200 kids enter the foster system in the United States(“Together”) and theses children come with multiple issues when they enter the foster care system. Children enter the foster care system for several reasons but mostly it is due to neglect or abuse from the parents. As a former foster child I have been one of the kids that have suffered for what there parents have done. I have suffered from depression . Children that have gone through the foster care system have a higher risk of having mental health issues such as depression and anxiety as well as long term physical issues. Ultimately , these issues pose challenges that affect every aspect of the child's life.
For the purpose of this policy analysis, we will focus on section 201 and 202 of the Fostering Connections Act which focuses on locating and strengthening supports for children whose permanency goal is independent living. Prior to this act, these children were often emancipated from foster care because they had reached the age of 18 rather than because they were in a permanent placement. The numbers of children in foster care continue to increase annually with minimal attempts to intercept the causes of the escalation. Children are generally placed into foster care as a result of parental abuse or neglect; however, there are many racial inconsistencies circulating general foster care involvement. The high levels of conduct problems among children in the foster care system and the added cost to families, society and services, there is a pressing need to support foster parents. Providing foster care to children with increased emotional, behavioral, and medical needs requires not only time, but patience in dealing with the child’s demands.
