While the CDC (2012) provides recommendations, each state sets their own rules and exemptions for schools and childcare attendance. On June 30, 2015, Governor Jerry Brown of California made history by eliminating the exemption from immunizations due to personal beliefs for children in public or private schools; however, medical exemptions initiated by a DO or MD will still be allowed (Royce, 2015; California Department of Public Health, 2015a). In 2013-2014, there were nearly 17000 personal belief vaccination exemptions in California (Almasy, 2015). I am passionate about this issues. I have worked as an immunization nurse for several years in the state of Maryland. In Maryland there are strict requirements for vaccinating children for school entry. I worked for Prince George’s County and Baltimore County Health Department. In the state of Maryland many children each year are out compliance and therefore are not allowed to attend school until the requirements are satisfied.

In the 29ᵗʰ of September 2015, California passed California Senate Bill 277 which states the “bill would eliminate the exemption from existing specified immunization requirements based upon personal beliefs, but would allow exemption from future immunization requirements deemed appropriate by the State Department of Public Health for either medical reasons or personal beliefs” (CSB 277). California’s state legislature is currently working to pass a bill that will require school age children to get vaccinated regardless of religious or personal beliefs. SB 277 as the bill as come to be called was authored by Senator Ben Allen (D-Santa Monica) and Senator Richard Pan (D-Sacramento). SB 277 has garnered a lot of attention from people who believe requiring vaccinations violates the rights of the people involved. Senator Bob Huff is one such person who opposed the bill. Senator Huff stated that even though he and his family get vaccinations, requiring others to do so infringes on their rights. "In the United States, the childhood immunization schedule recommends that children receive approximately 15 vaccinations by 19 months of age, and it specifies ages for administration of each vaccination dose" (Luman, Barker, McCauley, & Drews-Botsch, 2005, p. 1367). According to the Centers for Disease Control and Prevention, a vaccine is "a product that produces immunity therefore protecting the body from the disease" (Vaccines and Immunizations, 2015). Currently, there are many individuals advocating for and opposing the effects of the administration of vaccinations and immunizations in the United States. There are both legal and ethical issues surrounding the controversy, which include both deliberate and exogenous reasons not to vaccinate, and the mandatory nature that is required by many schooling districts and places of employment. Within this paper, I will discuss some legal implications surrounding vaccination, ethical debates that are current in the topic, as well as my point of view regarding immunizations and vaccinations.

The problem that has been identified is that Nevada is one of many states in the country that is considered to be more lenient on vaccination requirements for school aged children. These major stakeholders, those influencing and shaping the debate are; Government and Legislators (Policy Makers), Parents, NGO’s and Lobby Groups. We can also find some least influential stakeholders which do not have as such influence on this issue but they are the one who are most “affected by” group in term of the issue is concerned. These are New-Parents/Future Parents and Children. In this part, we will try to find out the perspective of major stakeholders, their agreement and disagreement as far as issue is concerned, and also, is there any interaction between those stakeholder exist or not?
There are three general levels at which vaccines progress along the cold chain in the country of administration; in certain locations more levels may be required for best management of the vaccines. Primary level (National level) requires larger types of equipment for transporting and storing vaccines within the cold chain (WHO, 2015). Cold rooms/freezer rooms, freezers, refrigerators, cold boxes, and refrigerated trucks can be used for this part of the cold chain process (WHO, 2015). Intermediate level (Province or District level) also requires equipment such as cold rooms/freezer rooms, freezers, refrigerators, cold boxes, and refrigerated trucks (WHO, 2015). Peripheral level (Health Center/Facility or health post) requires equipment that can be transported easily and quickly (WHO, 2015). This includes cold boxes and vaccine carriers, and usually depends on how often the vaccines need to be administered (WHO, 2015).
