Gulf Coast Jewish Family and Community Services (GCJFCS) has been responsible for providing case management services for the last 50 years to vulnerable and needy populations throughout 37 counties in the state of Florida (“About GCJFCS,” 2017). The agency has programs that incorporate all ages and populations; from children and family programs such as diversion, family reunification, and kinship, to elder services, caregiver support, and even beyond into supported housing for those with severe mental illness, residential treatment, and refugee support programs, not to mention programs catered specifically for the Jewish community such as the Holocaust Survivor Program (“About GCJFCS,” 2017). When a CPI attends a child abuse, neglect, or abandonment investigation, the family are offered services by SAH if the CPI deems the child does not need immediate removal. There are four main programs that are offered by SAH that vary in duration and intensity depending on the severity of the case, and if the family accepts, a case manager is assigned. The services offered to the family are based on their specific needs and goals and can include referrals for housing, food and clothing assistance, daycare, education, mental health counselling, and substance abuse counselling and treatment. Via a team approach, SAH helps families in crisis develop effective coping skills and ensures children are safe in their homes by providing parents with the necessary tools and resources to adequately care for their children in a safe and stable environment.
As child neglect, abuse, or maltreatment occurs among all populations, the agency serves all families with children, including pregnant females, single mothers, single fathers, two-parent families, and legal guardians of children. There are also many other diverse factors within the families such as race, religion, age, gender, culture, lifestyle, and income. Much of the population served are victims of domestic violence and receive government assistance in the form of Medicaid, food stamps, and WIC (E. My field placement will be at Child protective services in El Paso TX. The department of child Protective Services withholds a wide range of services and responsibilities that include, investigating reports of abuse and neglect of children, provide services to children and families in their homes, providing services to help youth in foster care successfully transition to adulthood and helping children find adoption. There are many subdivisions within the department itself which offers different amenities during an open case with CPS, although these services solely justify the department, there is a unit known as Family Based Services or also FBSS which focuses on resources that will strengthen the family’s privation in order to ensure child safety and wellbeing. The Department predominantly benefits from task groups rather than treatment groups, because the department is on deadlines with each individual case, a treatment group would not benefit for the departments ultimate value which is Family Reunification. If the department is involved with a family for too long this may cause emotional distress on the children as well as the family. Children can be impacted tremendously when experiencing situations that may affect their emotional, physical, and mental stage. Abuse can be seen in different forms such as sexual, emotional, physical abuse, and neglect. If any child is exposed to any of these abuse, it is the law to reach out to the proper authorities in order to protect the child’s life. Each state has its own mandated reporting laws and it is important to be able to recognized the protocol and what the law requires in each state.
The DCF makes their food assistance program accessible and available through the implementation of the Automated Community Connection to Economic Self Sufficiency (ACCESS). The online-based ACCESS system provides up-to-date information, the ability to submit applications and gives benefit to recipients, who are given the added convenience to update related information and request additional benefits through their myACCESS account. The DCF and community-based care partner agencies offer a comprehensive foster care program that directs hopeful foster parents through the process. There are currently 42 certified domestic abuse centers that provide “emergency shelter, 24-hour crisis and information hotline, safety planning, counseling, case management, child assessments, information and referrals, education for community awareness, and training for law enforcement and other professionals” (Florida Department of Children and Families). They are seeing more victims with other mental health issues, AODA issues, and other obstacles that cause a delay in the transition process from the shelter to the community. Therefore, Advocates works with other agencies in the county to assure that needs are met for victims so that they can move forward in the transition process. Advocates works with the Department of Social Services as well as other therapists and psychiatrists to provide mental health services. For victims in need of parental support, Advocates is connected to programs like WIC, FoodShare, and W-2. Advocates is also involved with law enforcement and the court system to promote social justice for victims of domestic violence and sexual assault.

CAPTA is a source of federal funding to states to which were supporting the prevention, assessment, investigation, and the legal prosecution of child abuse, neglect and maltreatment (Timeline 2012). The treatment activities that were formed around the central stop of child abuse, neglect and maltreatment. CAPTA created many mandatory factors which consisted of reporting child maltreatment. It provided funds for research, mandatory training of those workers who are in the process of becoming public service health workers. A good example would be caseworkers and social workers who wish to pursue children and individuals dealing with maltreatment, abuse and neglect cases. The enactment of major federal legislation in the Adoption and Safe Families Act of 1997 (ASFA), focused a national spotlight on the development and well-being of children who have experienced child maltreatment. This legislation mandates public child welfare systems to meet the safety, permanency, and well-being needs of families and children, including children who have been placed in foster care. These mandates include maintaining children safely in their own homes, returning children to their families when possible, and providing services to families that promote their ability to meet the needs of their children (U.S. Department of Health and Human Services,[USDHHS], 2011a). However, a recent national evaluation of public child welfare systems indicated that no state had met standards of substantial conformity with these mandates (USDHHS, 2011a). The FS family came to the agency's attention on 03/03/16 (prior to the PUR) for a report of physical abuse/passive physical abuse against the mother and unspecified physical abuse by the mother’s paramour with the alleged child victim being the oldest child in the family. Although the allegations were not substantiated, the agency held a multidisciplinary staffing due to the family having multiple investigations and non-accepted reports. The multidisciplinary staffing recommendations were to refer the family for voluntary Family Services program and to contact service providers for information. Child maltreatment is a widespread issue that affects thousands of children every year. There are four common types of child maltreatment; sexual abuse, physical abuse, emotional abuse and neglect. All of these types of abuse are very serious and can have many consequences for the children and families. The most common consequence of severe child maltreatment is the removal of that child from their home (Benbenishty, Segev, Surkis, and Elias, 2002). Most social workers trying to determine the likelihood of removal evaluate the type and severity of abuse, as well as the child’s relationship with their parents (Benbenishty et al., 2002). This is caused mostly by lack of education about the different types of child abuse, and the signs that go along with it. Communities need to provide more resources to better educate the public about the types of abuse, and the signs that go along with it. Child abuse and neglect can be lessened by more resources, more education and to reach out to others.
