John filed the reporter to DCS in Shelby County on 8-27-15, but the reporter received it on 8-28-15. John states the parents are incarcerated. It was unknown when they got incarcerated, or the reason, per the reporter. John may have been called at the time to get the child, but he did not know if would be for a long time. He mentioned in the report that the parents have multiple felons and will be in jail for a while. Reporter stated the following: He is in DHS custody. He (Issac) came to me on October 20th. He (Issac) was in foster care. He (Issac) told me this the other day and it was about 2 or 3 days ago, “I guess”. I have never reported it. I called today because Ms. Judith with MYPAC came in my home today and told me to make a report. Per intake worker (Gail) was on the phone also. The victim was court ordered to be admitted at the Specialized Treatment Facility by Harrison County Youth Court on 04/27/16; he will be admitted for six months and the expected discharge date is 10/27/16. The reporter stated John was has been diagnosed with bipolar disorder, ADHD, marijuana abuse, mood disorder, severe mood swings, disruptive behavior, border line dyslectual disorder, basic personality disorder, mental incompetance; John is unable to function on his age level and has a very low IQ; John is unable to read, write, and count. The case was brought to DCFS attention when a reporter stated on 7/11/17, OPWI attempted to obtain an emergency order of protection on behalf of Kiara (age 7). Reportedly Ashley (mother) is actively using METH and also methodone she gets from a clinic, and is also involved in prostitution. Ashley told OPWI that Ashley ''can't wait outside for the bus to go to drug court because she's done bad things to people (robbed people, committed home invasion, taken people's money and drugs) and these people are after her.'' Reporter states that one of these people came to OPWI's house looking for Ashley and scared Kiara. Ashley recently got out of jail, stayed with OPWI for a couple of days, left last Friday telling Kiara she would be back in a couple of hours, didn't return
On July 6, 2015, I was assigned this case to follow up. This case involves Mr. Tavon Lanier a fourteen year old male. Mr. Lanier’s mother, Ashauta Lanier reported her son ran away on July 4, 2015. On July 7, 2015, I spoke to Mr. Don Earlington Intake Officer of the Court Service Unit. He confirmed an active detention order for Mr. Lanier. Mr. Earlington confirmed previous runaway events and additional incidents in Maryland where Mr. Lanier had taken a handgun to school. Mr. Lanier’s current Probation Officer is Macalister.
Per Reporter: Robert has full custody of Kendarrious; Makeva (Kendarrious mother) rights were terminated. Robert uses drugs (ice & marijuana) around Kendarrious. The ice is kept in the refrigerator and the marijuana in a jar in the closet. The intent is to sell the drugs; the drugs have been sold around Kendarious. Recently, Robert blamed Kendarrious for missing marijuana. According to Robert, Kendarrious sold the drugs at school. There are people in and out of the home. Management has been informed about the scent of drug use entering the neighbor’s (unknown) home through the vent in the bathroom. Kendarrious have not been physically harmed due to Robert being under the influence; however, Robert does verbal abuse him. Robert calls Kendarrious
Intake Worker, FPS White received a phone call from the reporter on 11/14/17. The reporter stated that mom went to jail and got out yesterday. The reporter stated that they are not really concern as to mom going to jail due to it was driving with invalid license. The reporter stated that Jessica Fields' oldest son, Raymond Fields called and told the reporter that the reporter needed to come get the children. While on patrol, I was dispatched to Mental Health clinic to meet with MSA Vanessa Reyna. Upon arrival I met up with OFC Figueroa and Reyna and was taken to room 2B108. We were in informed that Veteran Travis Leonard was involved in attraction with his spouse Tracy Leonard, which turned physical when he choked her. I asked the staff if he was under the influence of alcohol or narcotics and was told he use Marijuana two weeks ago. At 1245hrs, I notified Bastrop County Sherriff Dispatcher – 7015, and requested they send deputies to 197 Marlin St, Mcade, TX 78650 for a family violence in progress. REPORTER: The reporter/ FPS (Stephen) called to report physical abuse for the victim, Vantonio. According to the reporter, around 1: am this morning (01/26/2016), it was reported by the D’Iberville Police Department (Sergeant Crawford) that the victim was in a physical altercation (no details given) with an older adult. The child refused to go home. Sergeant Crawford called the reporter for assistance. The child wanted to go home with an older adult that he knew, but it was reported that she was under the influence of marijuana. His mother (Robin) was unable to pick him up, due to not having any transportation. The reporting party (RP) visited foster family on 7/6/15 and found foster father exhibiting mental health behaviors. The RP stated the foster father disclosed he suffers from epilepsy and doesn't take his medication since he doesn't need it. The RP also stated the foster father is prescribe medication due to anxiety and refuses to take the medication. The foster father believes the medication will cause him to "pass out." The RP states the home is a mess with "things all over the place." The RP did not give specific details regarding the "mess." The RP stated the foster father inappropriate behaviors caused him to "last out" at the children and confining the 5 year old child to the back of the garage. Behavior/ Living situation: Youth is currently at the youth Detention Center in Union County. Youth was arrested on 12/1/16 with possession of Controlled Dangerous Substance. Youth reported that he wants to come home and be with his family. Ms. Moore stated that she does not want youth to come home due to safety concerns. Ms. Moore wants to move to a safer community before youth can come home. Ms. Moore stated that youth’s grandmother house is not suitable for youth to live due to the community and safety concerns. CM discussed residential substance abuse programs with youth and youth is not in agreement to residential programs.
Per Reporter: Davon has been out of school for a year; he has never been enrolled in school. Davon roam the street all day and night. Davon walks around with a machete. Davon likes fire and guns. Davon has been going around stealing. Davon recently killed a cat 7/8/17. Law enforcement was involved, but nothing was done. Law enforcement will not do anything unless there is blood or Davon is caught in action. The father (unknown) is always inside of the home; he hardly ever comes out of the home. REPORTER: The reporter/ father (Zachary) called with concerns for the victims, Riley and Amelia. According to the reporter, on New Year’s Eve in Jones County, Rachel (mother) was caught with 2 counts of possession of a controlled substance, possession of marijuana, and delivery of a controlled substance. The reporter said the children were not with Rachel at the time of the incident. The reporter said he knows for a fact Rachel has picked up drugs with the children in the car (6 months ago) because somebody told him. Zachary (father) said Rachel uses marijuana around the children every time she picks them up. Rachel had the children last Monday.
