Race riots are one of the major news items we hear about via the media when a social crisis occurs. The riots in Baltimore, however, were not so much about race, but more about economic and social class separations. The riots began as a peaceful protest amongst the citizens of Baltimore over the death of one of their own, Freddie Gray. Gray was a young, African-American, from a financially lower class area of Baltimore. Unfortunately, he died while in custody of the Baltimore Police. While this is a tragic loss, he was unlawfully detained by the police (Sarlin, 2015) during this ordeal. On the surface, the riots may appear as a cut-and-dry race provoked, once they are looked into further, that is not necessarily the case.
The Watts Riots erupted on the backdrop of simmering racial tensions in the United States. There were many varied long term causes for the eruption of the riot that rocked Watts and the surrounding areas, but the immediate cause of the riot was routine police work - police responding to a call of a concerned citizen worried about a man driving his car erratically.
In 1992 the city of Los Angeles was one of our nation’s largest cities. It had an estimated population of over 9 million.1 The city had been in a deteriorating state for several years. There also had been tension growing between the citizens and the police for nearly the last 30 years. This had a lot to do with riots that occurred in Los Angeles back in the 1960’s.2

And King's assassination was the greatest provocation possible” (Risen 2008). In result, King’s death was the major cause of the Race Riot of 1968 and sparked a significant event in America’s history. The riots took place in many cities, including Baltimore, Washington, and Kansas City. The race riots impacted Baltimore in many ways.
Throughout our country, we obtain a plethora of demographics, cultures and traditions. Within these communities, we have individuals who protect and serve, ensuring a safe environment for all. Understanding community life, as well as proper community communication can ensure a healthy bond between police and society. Within the line of duty, the men and women of the police force tie bonds between safety and community relations. In order for the relationship to be hand in hand, the community and unit must work together as a team to ensure a decrease in crime.
Riots, the racial environment was still full of tension with the police and the Black community. The film gives extensive coverage of the details into the history of police brutality, killings and the terror inflicted upon its Black citizenry through the years. The racial tension between the L. A. Police and the Black community would eventually explode in the 1965 uprising and the 1992 response to the acquittal of the police who beat Rodney King. This backdrop would become one of the main factors in the jury’s decision to acquit O. J. Simpson. It is not a major stretch to believe that the L. A. Police could plant evidence, or lie, based on the history of the department, and many of the jury and especially the general populace in the Black community would have personal experiences that would substantiate that possibility.
The beginnings of the riots came on March 3, 1991, when Rodney King was stopped and brutally assaulted by police. King was stopped after a high speed chase police after police caught him intoxicated and was subsequently forced out of the car (History.com). From there, police began to unlawfully assault Rodney King, leaving him with a fractured skull, along with a broken cheekbone (History.com). Police brutality against African Americans was a huge impact in Los Angeles, California in 1991, and continues to be a problematic situation in America today. On March 3, 1991, a group of white LAPD beat Rodney King. After this incident occurred a lot of negative events started to transpire. A lot of African Americans were angry and demanded justice. The relationship between the LAPD and the Los Angeles community in 1991 were horrific and still continues to be awful today. Police brutality just seems to be increasing more overtime, which means the increase in the community not trusting the police. Police brutality can be a huge disadvantage when it comes to community policing.
The major problem for the law enforcement is resolving the increasing death of young African American citizens. Restoring the trust between the police force and the community along with the dignity and accountably to the police department. Is highly imperative the solution would be to identify police forces, and bridging the widening gap between the forces and the African American community, in order to build and foster trust. In the end, there needs be an end to racial profiling of any citizen races such as Latinos, Jews, minorities and poor, will help build a nation/community that accepts diversity and all cultures. The police needs to recoup and revisit the areas of community policing, ethics, integrity, and cultural diversity. Hate crimes/ bias crimes needs to be stopped in order to rebuild that trust in the community. Community policing is an important component of capacity the community, which cannot happen until a relationship based on trust is established in good faith. Community policing is actually the system of allocating police officers to particular areas so that they become familiar with the local in such as patrolling. Another field that police need to revisit is the ethics and integrity which means the moral philosophy that involves systematizing, defending, and recommending concepts of right and wrong conduct. The next topic that police need to revisit is cultural diversity which is the quality of diverse or different cultures as opposed to monocultures.
