In the early stages of the development of policing in the United States there were a lot of issues, concerns and problems with how police forces functioned through the entire country. All these Issues were noticed and changes within police departments began to take place. Before any changes were implemented American Police Departments fell directly under the influence of each state specific partisan government. Fortunately, America was able to stray away from the corruptions of how police officers were selected into their position because of their political preferences and also, how departments functioned, and other exploitations from law enforcement agencies throughout the country.

During this time frame members of the police force were selected by elected officials. Elected officials in charge of selecting police would only select members in favor of their specific political party. They would do this because they favored certain people to fill the role of a police officer who shared the same core values, preferences and idealizations that pertained to their specific political party. Because politicians were in charge of choosing whom they wanted to fill these roles they were also able to obstruct the management and effected how departments operated. It was considered that there was no consistency or efficiency within divisions and the primary focus of the police force was corruption because of politics.

There are many factors that contribute to today’s American policing. Once such factor that contribute tremendously to today’s policing came in 1829 when Sir Robert Peel’s concept of policing came into effect. This would change the way policing would be performed in not only England, but the United States (U.S) and around the world. Another huge factor that impacts policing is the relationship the U.S. Government has with policing. These factors affect every policing organization in the U.S.
Many people know of the police officers of today’s world and that it is their job to enforce the laws set by their government, but not many people know the history of your typical everyday United States police officer or how they came about. The idea for neither your everyday police officer nor his or her department they work for or how a police department operates, originated in the United States. Over the years though America has made changes and adapted its system over the years to make it more suitable for its countries beliefs and practices.
Policing today consists of three eras. These three eras have adapted and built off one another through history (Parr, 2014). The first era started around 1840 to 1930, and is known as the Political Era. The second Era is known as the Reform Era and lasted from 1930 to 1970. The last era is called the Community-Problem Solving Era and is still being adapted and used today. The Political Era emphasizes on meeting the needs of politicians. The police were given power through the local government and the community had very little say in what happened. The police and politicians worked together to control the city and neighborhoods (Palmiotto, 2000). This was often referred to as a ward. The ward politician controlled all the police in their neighborhood. The police officers tasks included not only crime prevention and order but a lot of social service activities that involved their neighborhoods. The officers resembled the ethnic backgrounds of the neighborhoods they lived and worked in and performed their patrols gaining trust from their community (Palmiotto, 2000). This allowed positive integration of police officers leading to more public service, and the trust of the officers to stop crime when is starts.
Police in America began as the night watch system that protected cities from crime, fire, and disorder. Of course early policing was influenced by the British, and so was American Law which derived from English common law. This would also form a correlation to American policing policies that diverged from the English’s Magna Carta and as well the French. The French established a centralized government that entailed men to take an oath of loyalty. The Miami River Cops scandal was an unfortunate blemish on the Miami Police Department’s reputation. Many factors contributed to the 100 plus police officers involvement, three of the most significant being; corrupt leadership, personal greed, and victimless crimes. The Miami Police Department responded tenaciously to the corruption by establishing measures with the aim of preventing such rampant corruption in the future. As shocking as the Miami River Cops corruption scandal may seem, it is certainly not the only case of police corruption to happen within the United States. Another equally shocking case of police corruption occurred in Cleveland, Ohio when 44 officers from five law enforcement agencies were charged with corruption stemming from narcotics.
First, between 1890 and 1930, the management of the police force was centralized. Virtually every decision had to go to the top for approval, with the goal of limiting the low-level officer’s exposure to temptation. To reinforce the hierarchy, specialized units were created to deal with such problems as drugs, youth, guns, and gangs. As Bratton described it, [The department] was divided into little fiefdoms, and some bureau chiefs didn’t even talk to each other…. Each bureau was like a silo: Information entered at the bottom and had to be delivered up the chain of command from one level to another until it reached the chief’s office.
Police officers are generally well-respected in American society. They should be, since officers protect the public from drunk drivers, gunmen and other threats to the commonwealth. However, in light of uncovered events involving the misconduct of police officers, these events call into question the ability of police officers to successfully protect and serve the American people. However, in 2010, 6,613 law enforcement officers were reported for involvement in misconduct which varied from excessive force, sexual misconduct et cetera (Packman). Having 6,613 reported cases of police misconduct in America is ridiculous, especially since it is hard validating the claims against officers and it is difficult to punish officers because of this lack of evidence. While the purpose of police officers in society is to protect the commonwealth of the people, the amount of police misconduct in the United States of America involving excessive force and sexual misconduct is detrimental to the credibility of all police officers. This in turn causes rifts and distrust among the American people concerning officers. Police misconduct can be reduced in American society by requiring police officers to wear cameras while on duty, having a clear definition on what excessive force is and defining how much force is legal for an officer to utilize, and better training geared to improve overall conduct with citizens, especially mentally ill citizens.
Corruption has always been a danger to law enforcement, just as it has been a danger to all of mankind since the beginning of time. Since the very first police agency was formed in the 1800s, corruption has been widespread. The 19th century was an era in which politics played a very large role in police forces. Various political parties essentially had some police departments in their pockets, and as long as officers served to further those political parties’ agendas, the officers’ continued employment was guaranteed. Since politicians have not always been known for being straight-laced, one can easily see how corruption within police departments became prevalent. Since officers were not serving the people, but rather the political elite, their motives were constantly in question. It was not long before politicians began employing police officers to overlook and even protect their illicit activities. Through this practice, officers began to see the potential monetary and political benefits of allowing and participating in certain illegal actions. Even after the establishment of countermeasures such as police commissions, civil service exams, and legislative changes, corruption remained rampant. This corruption was perhaps best exemplified by none other than the actions of many officers within the Rampart Division of the Los Angeles Police Department.
From the first police station built in Boston to what is today's modern police force there has always been corruption inside the criminal justice system, whether it be something as little as a small bribe to look the other way, or something more serious like getting away with a major offense. The department of justice has had trouble from top to bottom with corruption and it has proven to be a difficult problem to fix. When policing in the U. S. were just starting out corruption and law bending was more prevalent but harder to see which Police officers who were following the rules and who was bending the law in their own favor to gain an advantage for themselves rather than looking out for the community as a whole. Within our police system in America, there are gaps and loopholes that give leeway to police officials who either abuse the authority given to them or do not represent the ethical standards that they are expected to live up to. Because of the nature of police work, there is a potential for deterioration of these ethical and moral standards through deviance, misconduct, corruption, and favoritism. Although these standards are set in place, many police are not held accountable for their actions and can easily get by with the mistreatment of others. When we think of the police, we normally think of the brave men and women out on the street, enforcing the law, catching criminals, helping out the public in cases of emergency and making us feel safe in general. Most of the Police in most of the world is like that which is a good thing, However in the United States of America the police here are a bit more ruthless. Most of the police officers are very nice people and they really do want to help out in their community, but unfortunately there are some bad and corrupt cops in the system that will break the law and do some bad things. In the Modern world most bad cops are seen as racist and trigger happy. They don’t kill for fun of course but whenever they feel threatened they are trained to feel as though they need to take down their target since they are taught to make sure they don’t do something that will end up killing them. While nobody is at fault with these cases it is unfortunate that it does happen. Thankfully most of those cops are not as bad as the actual corrupted ones where they do business with drug lords and take their money just so that the criminals don’t get ratted out and so that they can continue their business.
