Before I get into the Patrol experiment, it’s important to know that patrol or patrolling in the backbone of policing. Patrolling is the central feature of the police operations system.
Some of the basic functions police officers are to deter crimes, which is to receive calls, watch for crimes as they ride around, walk the streets. As they look for these crimes and arrive on scene; it is their duty to enhance the safety of citizens by protecting them from potential threats and make sure the area is safely secure. Lastly, it’s the police officers responsibility to know he or she has backup on the way in case something happens.

I believe if the Kansas City Preventive Patrol Experiment was conducted today different results would be revealed due to the fact that police strategies and tactics have changed over the years in response to changes in society, public pressures, aren research. Police executives must continually reassess their organizational technology and make adjustments to improve the attainment of the goals of protecting life and property and maintaining order. Today, the knowledge base related to what works in policing is much farther along in it development than even a decade ago, making it possible for police executives to strive toward the objective of evidence-based policing (Cordner, 2016). The Kansas City preventive patrol experiment was a landmark experiment carried out between 1972 and 1973 by the Kansas City Police Department of Kansas City, Missouri. It was designed to test the assumption that the presence (or potential presence) of police officers in marked cars reduced the likelihood of a crime being committed. It was the first study to demonstrate that research into the effectiveness of different policing styles could be carried out responsibly and safely. The Kansas City Police Department drew the conclusion that routine preventive patrol in marked police cars has little value in preventing crime or making citizens feel safe and that resources normally allocated to these activities could safely be allocated elsewhere. A significant factor realized was that crime prevention was more highly dependent on the willingness of citizens to report suspicious and/or criminal behavior to Police than the levels or types of patrol.
Policing is a very difficult, complex and dynamic field of endeavor that is always evolves as hard lessons teach us what we need to know about what works and what don’t work. There are three different Era’s in America’s policing: The Political Era, The Reform Era, and The Community Problem Solving Era. A lot has changed in the way that policing works over the years in the United States.
Another role that the police have is to foster good relations with the public. They have to do this in order to gain trust and understanding with the people that rely on them, to ensure that they can carry out the task they have to do and have the public on their side.
Police officers have played a major role in society by protecting us from crime. Their responsibilities include not only preserving the peace, preventing criminal acts, enforcing the law, investigating crimes, and arresting those who violate the law but also directing traffic, community relations work, and controlling crowds at public events.
Policing dates back thousands of years to even before the Roman times. The origins of American policing are closely related the Anglo-Saxon model which gave a more communal responsibility. The four Eras’ of American policing that will be focused on are The Political, Professional, Community Policing, and Homeland Security.
The role of police officers is very significant to American history. Police work toward protecting citizens’ rights and helping America become the land of the free. The United States of America is built from the U.S. Constitution Bill of Rights and police play a major role in making sure American rights are met. Evolution has changed many of American history for the better; policing is part of those changes. As new issues in society arise, police must change and adapt to protect and serve the public.
I do not expect to see the same results, this experiment was conducted in the 70’s it was a different time. I think that police chief’s like Chief Mangan in Spokane Washington has shown proof that in today’s society, the police department must have a program that serves the community by both the community and the police working together through community involvement programs that include officer outreach. Chief Mangan proved that by bringing the police department and the community closer together working with the community they could solve problem and issues throughout the community, he could reduce crime, earn and maintain the respect of the community and his officers (Cordner 2016).
From the night watch in Boston, to the present day policing, law enforcement has behind in the world of technology. As time rolled through the political era, professional era, and community-oriented era, police patrols would use the rapidly advancing technology in their favor. "Those were desperate times for policemen in a hostile country with unpaved streets and uneven sidewalks, sometimes miles from the police station, with little prospects of assistance in case of need.... It took nerve to be a policeman in those days," this was reported by Chief Francis O 'Neill of the Chicago Police Department in 1903. With only having a printing press and a multiple-shot revolver over a hundred years ago, the advancement in technology today has helped improve the policing methods in patrol quite significantly. However, technology would eventually out-run the police.
Police have many roles to take on an everyday basis. The main goal for an officer is to keep criminals off the streets and to try and maintain a safe environment for people to live. Many people disagree with some of the decisions officers make to enforce these rules and causes a lot of controversy. Today many people don't respect our police officers because of actions made by others. A major issue today is police use of force, stop and frisk.

How did the Kansas City Patrol Study affect routine patrol all across the nation? It affected routine patrol in the fact that It made officers realize that traditional routine patrol in marked police cars did not appear to affect the level of crime. Nor did it affect the public’s feeling of security. The experiment demonstrated that urban police departments can successfully test patrol deployment strategies, and that they can manipulate patrol resources without jeopardizing public safety.
On October 1, 1972, the Kansas City Police Department started and experiment, which is known as The Kansas City Preventive Patrol Experiment, in an attempt to quantify the effectiveness of patrol practices on five categories of crime considered being preventable or deterrable through traditional patrol practices in three areas of the community. The five areas were; burglary, auto theft, larceny—theft of auto accessories, robbery and vandalism; along with five other crime categories (including rape, assault, and other larcenies were included in the experiment. This program received much ridicule from law enforcement professionals as it decreased, in their eyes, the versatility of their service to the community. It seemed as that in removing officers from their patrol vehicles, it would not allow them to respond quickly to other calls and better protect their patrolled communities. As they came to find, it actually gave the people in those communities a greater sense of security and pride in their home turf.
