The state in 2005, there were twenty-four more new prisons build in California that had an addition houses for mothers. Mother was allowed to spend time with their children while in prison. This would give the mother and her child or children time to bond with each other.

Mother Behind Bars examines a lot of inadequate policies and procedures that these states have in place for federal and state correctional facilities. This report card bring up the issue on prenatal care, shackling, prison nurseries, and family based treatment as an alternative to incarceration however in this paper I will focus on the restraints on these pregnant inmates. New Jersey received a grade of D for shackling policies. Besides New Jersey thirty-seven other states obtain a D/F for their failure to comprehensively limit, or limit at all, the use of restraints on pregnant women transportation, labor, delivery, and postpartum recuperation (National Women’s Law Center, 2010). The use of restraints can compromise the health and safety of the women and the unborn child. Shackling pregnant women is dangerous and inhumane; women prisoners are still routinely shackled during pregnancy and childbirth. The reason these women are shackled is for safety and security, despite the fact that shackling pregnant women is degrading, unnecessary and a violation of human rights some state still condone this practice.

The United States’ ever-expanding prison and jail population has brought about many questions regarding the side-effects of mass incarceration, namely involving the effects on the children and families from which those incarcerated are removed. Regardless of the perspectives on the appropriate position of incarceration in the criminal justice system, imprisonment disrupts many positive and nurturing relationships between parents and their children. In fact, more than 1.7 million children have a parent who is incarcerated in a state or federal prison as of 2007 (Glaze & Maruschak, 2008). These youths are at risk for developing behavior and school problems in addition to insecure attachment relationships. Parental incarceration, which may also be coupled with economic disadvantage and inconsistent living arrangements (Geller, Garfinkel, Cooper, & Mincy, 2009) can be an extremely difficult experience for children. It should come as no surprise that families with children suffer economic strain and instability when a parent is imprisoned, considering how each parent in today’s world typically needs to set aside time to earn an income to support their family, and most are unable to support their homes on one income. Several of the programs that are offered for the children, and the parents mainly focus on sustaining communication between the child and the parent. The insufficiency of the connection between the parent and the child, can sometimes involve the distance required for the child to travel. At times the children are found in an underprivileged situation, and are unable to visit their parent, because they can’t afford the voyage to the prison (Simmons). Other programs emphasis career pathways as well as residence reinforcement for the parent after their release. Most incarcerated mothers subsequently are limited in their parenting abilities (Ross). Plenty of educational classes are offered for aiding the parents to get back on track with their parenting duties.These courses educate the mothers about the child growth, and their behavioral control. 4. What are the limitations of the survey method, and how would you overcome the limitations of this research method, or any research approach?

Today prisons are overcrowded and over two million Americans, male, and female are sitting in jail or prison, and two thirds of those people incarcerated are parents (U.S. Department of Justice). Approximately two million of these children are separated from their mom or dad because of incarceration of which these are the custodial parent. These children suffer from poverty, inconsistency in caregivers, separation from siblings, reduced education, increased risk for substance abuse, alcoholism and incarceration themselves.

Coupled with feelings of shame, guilt, anxiety, and depression. Parents and children might have to deal with being shunned by society and family. Loneliness is probably the biggest problem facing consorts of inmates, states an article written by (Western, B.,2007). Many spouses also feel guilt from not being able to support their other half during a hardship like this. The sentiment of resentment toward your other half for leaving are also common according to (Wilderman, C. & Western, B.,2010), written in Incarceration in Fragile Families. An important thing to remember is not to lose contact with your sequestered loved one so as to not cause further resentment.

Maternity care for women in prison has not been respectable. Prison health care is undergoing a modernization program with a requirement that prisoners receive health care to the same standard as those not imprisoned. An article written by Sally Price describes the findings of a research study into the maternity services for women in prison. She provides a background to the project and describes the pregnant prison population and the current services available to them. What is evident from the findings is that the standard of care for women in prison is variable, dependent upon the establishment in which they reside. The author attempts to glide over the emotional health and well being and the extent to which the child will be affected by parental incarceration. Most children with incarcerated parents experiance a broad range of emotions, including fear, anxiety, anger, sadness,loneliness, and guilt (The Osborne Association 1993). They may also act out inapproperiately, become disruptive in the classroom or engage in other anti sociol behaviors. Often, their academic performance deteriorates and they develop other school related difficulties. The emotional and behavioral difficulties have been linked to a variety of factors, including parent child seperation and social stigma which the author fails to discuss. The book did not contributed to my understanding of the scope of the problem of parental incarceration and the effects on the children. However reviewing existing literature, though scarce re interated my hypothesis that children of incarcerated parents experience a variety of negative consequences. Nature of the parents, crime, length of sentence, availability of family support or all important factors to be considered affecting these children.

The impact of a mother’s arrest is more disruptive on the family. According to the California Research Bureau “two thirds of incarcerated mothers were the primary caregivers for at least one child before they were arrested” (Simmons, 2000, p. 6) With significant impact on the family unit it is difficult not to mention the effect of mothers being incarcerated is creating more psychological problems among children. Parental arrest creates shame, fear, guilt, trauma, and anxiety, which in turn adds to the decline of behavior manifestations in children. When children withdraw, or have low self-esteem their school performance declines, truancy increase, and the alcohol and drug usage leads to aggressive actions which creates cycle of incarcerations. More than half of those incarcerated receive visits from their children. I believe that if these women are in detention for behaviors that do not impair others then we should have one facility per state that incorporates a campus like environment for prolonged sojourns for children.

One change in a family system experiencing incarceration that affects grandparents is the difficulty maintaining family ties with the incarcerated individual. Travis, McBride, and Solomon, (2005) state that factors such as the presence of security guards, the time it takes to visit inmates, difficulty of coordinating visits, and geographic location of the prison all hinder the ability for family members to maintain ties with the incarcerated family member (Travis, McBride, & Solomon, 2005). Furthermore, female inmates are another challenge for correctional administrators. For example, an important and alarming issue such as overwhelming pregnancy and abortion related health care factors can become expensive. These inmates need special clear, intensive monitoring and observation. According to the American Civil Liberties Union, “200,000 women are living behind prison or jail walls and thousands of these women are pregnant and dependent on the correctional administrators for health care.” (para. 1). Even though correctional administrators are legally obligated to meet their needs, there are guidelines that they must follow. These guidelines are put in place to further assist correctional administrators so that they are not violating the rights and well-being of female inmates who are already pregnant or considering on having a child while incarcerated.
