Personal Narrative: A Career As A Police Chief

In looking at Los Angeles Police Department’s (LAPD) history with using excessive force, there needs to be a way that hold these police officers accountable to prevent citizen-police tension and create transparency for the public. The brutality of the police force has been a long worldwide problem, but especially between the years of 2012-2016. Black people are being unjustly beaten and shot in plain sight for doing nothing while being unarmed. Journal of African American Studies “Blacks are viewed as deserving of harsh treatment in the criminal justice system” (482). “Black males with more “Afrocentric” features may receive longer sentences than blacks with less Afrocentric features like lighter skin and straighter hair”(482). Nowadays it is important to know about the police force. It’s important to know our rights as citizens and be careful around cops. Not everybody is good, but not everybody is bad also. In The New York Amsterdam News 21 people were killed by Chicago police in 2008. Entire families were being attacked. They believe it’s because of their skin color and how they are different. The year of racism started off with the world seeing the police murder of Oscar Grant. “The media have pushed people away from hearing the issue of police brutality, and it has fallen off of the radar screen.”(2) “You can’t give in. They will try to make an example out of you, try to break your spirit!”(2) African Americans say do not trust the cops with anything. “They will ruin you.”(2)

The police force is no longer composed of just white males, “ The morning roll call, which 20 years ago would have been, for the most part, a lineup of white men with military haircuts, included blacks, Latinos, Asians and women” (Nagourney), now the police force in more diverse than ever. This change was forced upon, as it was the only way that the LAPD could closer associate with the residents that they serve and protect. The racial tensions are still there, but now that the police force is not all white. Most communities feel that they can once again trust the police, as a result of the new racial diversity within the

policies that are currently in place to reduce tension between police officers and the minority groups that they serveLaw enforcement officers and the community have been disconnected. Violence and brutality of any kind, particularly at the hands of the police who here to protect and serve our communities. When Ferguson, Missouri exploded after the police shot an unarmed black teenager, the tension between the community and its protectors was laid bare. Ferguson is not the first and certainly not the last community forced to bridge that chasm. In South Carolina a policeman shot an unarmed black male who was stopped for a seat belt violation. The cop asked the male for ID, who then reached under his seat to retrieve his wallet, but was shot in the leg by the cop before he could take out his ID. When the body cam video was reviewed it shows that the trigger happy cop probably was in fear of his life, however it is also obvious that the cop shouldn’t have felt threaten as the behavior of the black male involved nothing unusual. Many would say if the driver was white the cop would have not reacted the way he did.

Police officers, who were once referred to as peace keepers, are now more law enforcement officers. Police agencies around the United States seem to be stuck more on quotas and creating revenue for their county or city. Making many officers strive for many unnecessary arrests. Which as a following result has brought up a lot of tension between the police and their citizens. With increasing violence in cities and states; police officers methods have slowly become more aggressive, bringing a rise in unnecessary police brutality related incidents within the last 10 years. This relationship is substantially disproportionate considering that there are five times as many whites as there are blacks in America. I find this incredibly concerning and it has definitely impacted my view of American law enforcement. Recently, I have tried to become more knowledgeable about racism and prejudice in the United States as issues such as police brutality are becoming more and more prevalent. Although there is still much more for me to learn about the complicated system of racism and white privilege, I do feel that I know enough to recognize unjust and unlawful behavior of police officers. Police brutality has a longstanding history in our country and will be very difficult to overcome. However, I think it is possible if we, as a nation, are willing to recognize the cause and attack the issue at its source. The killings of Mike Brown, Eric Garner, Tamir Rice and Alton Sterling can undoubtedly be attributed to the systemic racism deeply embedded in police forces across the country. Around the country African American communities are oppressed by this racism every single day. Any officer who makes a racist statement should be immediately fired, yet this is not the reality; systemic racism exists in the police force and warrants and overhaul.

Within the past year, law enforcement officers across the nation have come under intense scrutiny for police encounters that have resulted in the use of force and police involved shootings. Every time a person of color is killed by a police officer, the media broadcasts the shooting nationwide, inciting hate, anger and racism. Nothing productive is achieved when the media focuses on officers killing people of color. Instead, trust, faith and respect is lost from the public, and law enforcement officers are feared. People fear that when they encounter the police, they will be shot because of who they are. Sadly, all officers across the nation deal with the harsh scrutiny that has resulted from the actions of few. Majority of officers are good, hard working individuals who would put their life on the line to save and protect human life. Yet, on a daily basis, officers across the nation are disrespected and hated, simply for the job they do and who they represent. Despite recent events, police brutality is not an issue; law enforcement officers are still deserving of the public’s trust and this trust can be rectified with the understanding of use of force, increased community policing and continued use of force training for officers.

Many of the problems and conflicts between the community and the police are based on situations involving police misconduct and race. Other issues occur because of an experience one has had with the police because he or she is minority. Early resentments from White officers cause a different outcome when handling a police situation that involves a different race as oppose to his or her own. This begins to shape the perception of the residents that witness these actions. It has been shown that an officer’s attitude and behaviors when dealing with a minority is harsher and unfair. Several situations like the Rodney King story and police brutality where a minority was the victim is viewed by the public and discriminatory behavior solely caused by a person’s race or ethnicity. This creates distrusts and suspicion with regard to the way a police department handles these issues. The public is disappointed and reluctant to construct a relationship with his or her fellow officer.

Historically there has been conflict between the american police force and members of minority groups. In recent years this conflict has moved into the eye of the public, through the media attention given to events like Ferguson. Outrage and unrest ensued and the backlash from these events were felt all over the US if not internationally. The result of these events lead to politicians and the police pledging reforms to improve the relations between law enforcement and members of minority groups. However many still believe that nothing has changed and that law enforcement is still more likely to use excessive force when dealing with members of those minority groups. Research has started to be conducted on this issue and many try to find solutions. This paper will provide a literary review of the current literature regarding this topic and will further provide some ways in which the relationship between law enforcement and the public can be improved.

The Los Angeles Riots developed as a way to show frustration at the injustice that occurred at the expense of Rodney King, with the acquittal of the four white police officers. The escalation that occurred as a result, could have been prevented, had police chief Darryl Gates mobilized troops into the affected areas immediately, instead of prolonging the deployment. As a member of law enforcement, with over 42 years of experience, there is no way that he could not have anticipated the backlash that ensued. The complete brutalization and dehumanization of black people in the United States is appalling and it has led to inhumane, atrocious fall out that has had impacts that have carried forward to the present.

Recently, there has been much in the media about clashes between African Americans and the police. Two such cases, being the shootings of Michael Brown and Laquan McDonald - both incidents resulting in public outrage. These cases result in questions about racial profiling by police. Through research, it is clear that African Americans are the target of racial bias by many police departments in the United States; in order to remedy this situation, law enforcement agencies need to (and are beginning to) undergo scrutiny on their interactions with the public and, additionally must receive training on diversity.

Tensions between police officers and African Americans have been existence since the early 1950s. Before the 19th century, there were no police forces that we would appreciate as such anywhere in the world. In the South, the closest thing to a police force was the slave patrols. As Northern cities grew and filled with mostly foreign wage workers who were nearly excluded from the ruling class, the wealthy superiors who governed the various municipal hired hundreds and thousands of armed men to impose order on the new working-class neighborhoods. Conflicts increasingly occurred as police would violently attack those who failed to comply to the new rules of these “police”. Today, these incidents still happen in dejecting societies. These tensions help create negative stereotyping within police and blacks. In the article “Racism & Police Brutality” by Cassandra Chaney, she describes the current situation of police activity by saying “The reality is that this country has armed our law enforcement with 21st century technology, yet continues to hold them to a 19th century code of conduct. We make excuses for the damage they cause, while we look the other way and hope nobody embarrasses us into actually doing something about their behavior.” She describes how police aren’t being

A police officer is a law enforcement official whose job is to protect and serve the people, not to abuse their power. Due to the fact that the U.S is consisted of many different races and ethnic groups, the ongoing conflict between police officers and citizens of color is at a constant rise. Although policies today no longer directly target those of colors, the policies applied by law enforcements in African-Americans communities are discriminating. Officers sometimes abuse the policies resulting in citizens viewing it as discrimination. By changing the way laws and regulations that unfairly impact Black and Brown communities can improve the justice system (Policy 5).Racial impact has changed the view of the government resulting in more inclusion of people of color in the system. Policies that are not racially excluding anyone of color should be used within police departments to evaluate the impact of different policing.

Further strides have been made since this period to include a concentrated effort to make police departments more ethnically diverse. Despite becoming more diverse and laws to protect citizens there remains a great deal of distrust of the police among African-Americans and Hispanics. A common issue presented in today’s national media is police brutality. Police brutality is the use of unnecessary force on civilians by police. The concept of having police officers is to ensure safety and protection of citizens. Police should only use force necessary to accomplish their lawful purpose. The common occurrence of police brutality has sparked responses nationwide in the form of protests, riots, and movements to end the excessive and sometimes fatal force of police officers. The public rallies are also in response to lack of conviction or repercussions of many of the cops who demonstrate unjust police brutality. These incidents are also commonly associated with racial disparity. The headline news stories of the shooting and killing of unarmed African Americans, Michael Brown, Eric Garner, and twelve year old Tamir Rice, all in the same year, prompted citizens nationwide that change in the law enforcement system is necessary. While a majority of police abide to their oaths and stand for justice, a noticeable amount have historically misused their power. If a community cannot trust police officers, it will be detrimental for society as a whole.
