In November 2012, voters in the states of Washington and Colorado voted for the approval of ballot initiatives having the objectives of regulating and legalizing marijuana, its production, possession, distribution, and use of various recreational and medical purposes. The unprecedented decisions taken by the two states posed a twofold predicament for President Barack Obama’s administration. Despite the decision by Washington and Colorado, marijuana is still an illegal substance under the federal statute, known as the Controlled Substances Act of 1970 which explicitly prohibits any activities associated with marijuana. Additionally, the law implements three drug treaties for controlling drugs of which the US is part of the treaty. The two best studied cannabinoids are tetrahydrocannabinol (THC) and cannabidiol (CBD).
