Recidivism Among African American Males

This paper will discuss facts regarding the prosecution process, the concepts of incapacitation and deterrence as methods of reducing crime rates, the network of people that the prison system exposes criminals to, and the assimilation of criminals back into society as seen through recidivism rates, for the purpose of analyzing the ethical scope of the effectiveness of the process of remediation as a whole.

The data from the study demonstrated that therapeutic community theory substance abuse treatment in a correctional facility was, “Effective in reducing the recidivism and that the time spent in treatment was positively related to greater periods between re-arrest and to a greater probability of positive outcomes. (Wexler, and Williams, 1986, Wexler, Falkin, and Lipton, 1990)

Very little work has focused on studying recidivism by offenders after punishment and how prevention measures may improve recidivism rates and affect cooperation. “National recidivism rates are at an estimated amount of 73% and of the whole jail population 42.5% are women” (Berenji, 2014, p.131). As you can see about half of the inhabitants of the jails are women; so recidivism is an ongoing issue that needs to be solved. The past quarter century has seen an enormous growth in the American incarceration rate. Importantly, some scholars have suggested that the rate of prison growth has little to do with the theme of crime itself, but it is the end result of particular U.S. policy choices. Clear (2007) posits that "these policy choices have had well-defined implications for the way prison populations have come to replicate a concentrated occurrence among specified subgroups in the United States population in particular young black men from deprived communities" (p. 49).

Underachievement, lack of inclusion, and backward progression within society is a trend that engulfs African American men constantly in the American society. There is a continuous struggle to break the persistent mold. Although many feel that the United States has overcome its racist history, the legacies of slavery and racism still affect our policies and practices today. Of the nearly 2.1 million adult men and women imprisoned in the United States, roughly 70% are persons of color (Minton, 2012). Within the criminal justice system, people of color are imprisoned disproportionately due to racist laws, are denied access to the rehabilitative options given to Whites, and are harassed and mistreated by U.S. agencies.

The United States has the highest rate of incarceration in the world, this country is known to have the greatest number of people go to jail yearly than any other state shown in records. Chicago, Illinois is known to be the city that never sleeps, the city that encompasses the highest rates of homicides, drug smuggling and highest incarceration rates among African American males. Delinquency is a social term in society often used to describe individuals who have been involved in criminal activity. This term refers to criminal behavior, which is variously defined by different legal systems. Juvenile Delinquency is prominent in inner city communities- vastly lower income poverty shook areas.

As reported by the U.S. Justice Department, there has been significant increase in incarcerated African American males, in comparison to Hispanic and White males. It is believed that social interaction, area of residency, and social networks have major influence on the increasing crime and incarceration rates of African American males. A larger portion of White males hold more positions within the U.S. Judicial system than African American males who make up a larger population of prison inmates and less involvement in legislation. This coincides with data suggesting that African American’s have lower percentages of receiving or obtaining higher education, placing them in areas of low-income and less opportunities. Social inequality in the judicial system is questioned as well as demographics and economics will be researched in order to provide in depth analysis of these national percentages of African Americans. Additional research is conducted to investigate circumstances once an African American male enters the criminal judicial system, and a generational cycle of crime. There is more knowledge and potential opportunities within the prison system versus the lack of resources these prisoners would feel they would have upon their release.

African American male incarceration rate may have a large impact on a city’s or county’s sex ratio for African-Americans in the reproductive age range (ages 15-49), but may not be noticeable at the neighborhood or state level, and may have no association with sex ratios of other racial/ethnic or age groups. A low sex ratio, indicating a shortage of men, reflects an increased demographic opportunity for the men remaining in the community to accrue more heterosexual partners. For people on probation or parole, opportunities for sexual partnerships with low-risk partners may be limited by the associative nature of sexual partnerships and by the perception among potential partners that ex-offenders are members of a high-risk

An early example of the criminalization of brown bodies can be seen in Los Angeles when the Spanish Crown came and deemed Native Americans as “lawless” and “ungovernable.” Then, later in time, we see the criminalization of black bodies in the South during the Reconstruction Era. Lower education rates will raise recidivism rates because many prisoners who lack education and re-enter society will not be self-sufficient as education provides the basis for employment.

With the highest incarcerated rate in the world, does the United States prison systems offer quality rehabilitation or just punishment? According to data from the Bureau of Justice Statistics, there was approximately 706 prisoners per 100,000 residents, or about 2.2 million prisoners in 2012 and within 3 years, almost 6 out of 10 released inmates will be rearrested and half will be back in prison. According to data from www.gpo.gov , the vast majority of prisoners are not rehabilitated. Two-thirds of released prisoners are re-arrested and one-half are re-incarcerated within three years of release from prison. Rates of recidivism rise to approximately 75%-85% of released prisoners are likely to be re-arrested within a decade of release. Successful rehabilitation is vital when releasing an inmate into the community as it produces a significant reduction in criminal recidivism. The purpose of incarceration is to protect the public and punish as well as rehabilitate the criminal. It is designed to change an inmate's view of life and alter their future behavior when re-entering society. Prisons offer education, labor, and other rehabilitation sources to inmates, so why is the recidivism rate so high with these programs in place?
