The Bureaucracy was created by the framers to guarantee limited and responsible government. The constitutional framework was designed to do this, but a lot of the framework isn’t even apart of our federal Bureaucracy today. This is because of the separation of powers that the Congress, The President, and the Judiciary branch has or is fighting for the total power of the administrative branch.
Under the Administrative branch Congress has the right to create and destroy agencies, control appropriations which may have a great deal of power over the Administrative branch. They also more than often have the final say over the budget, and has the authority to define the jurisdictions of agencies. As stated in The Rise of the Bureaucratic State it says that the President should have all power or have a council that would advise the President and share his authority. But in the article Constitutional Democracy and Bureaucratic power it says that the President has important roles and responsibilities like having a comprehensive programs which involves all activities going on in the Bureaucracy, He must know what is going on at all times, and know the in's and outs of the Bureaucracy. In addition to that, the President must be able to call on political support to balance the support which the agencies draw from private clientele groups and congressional committees. The President can control the Bureaucracy in some ways, but just doesn’t have enough power. For an example in the article The Rise of the Bureaucratic State it reads that the total budget and total force level of the military are primarily decided by the President.
