Should Children Receive Foster Care

In the article Richards discusses and focuses children that age out of foster care are at a greater risk of being homeless. It also centered on the stories that were told by former foster care adolescences Emily and Michael acquired different situations. Michael did not actually age out of foster care therefore he was not able to reap benefits. Emily was able to utilize the benefits like the extended deadline of fosters care until she was 19 years old. She was able to obtain a scholarship and prosper in college.

The purpose of this policy was to provide funding for children aging out of foster care to provide independent living such as housing and job skills. According to Fernandes{ nilausa.org} (2006) “Around 30% of children who left foster care in 2003 were 12 years or younger when they entered care. This suggests that children who are leaving care without being formally reunified with a parent, adopted, or placed in guardianship are a growing concern of child welfare agencies and policymakers. From existing research it is proven that children have mental, physical and development issues from growing up in foster homes. These young adolescents and children do not have the proper care in fostering homes as they would in an "all average American home". These kids are open to new traumatizing experiences not usually seen if one had a stable home, and these events causes permanent damage to one 's health state. Also with the simple fact that there are hundreds of children per foster home, all with different needs, still needing the basic necessities to thrive as a human without getting the proper funding calls for malnutrition children. Now these young kids are not just getting the proper care needed but they are also doing poorly in school and with daily challenges in life generally.

In the past few decades there has be an increasing amount of children placed in the foster care system. With the amount of rising teen pregnancies and maternal drug abuse means increasing numbers of infants abandoned at birth. There have been many cases of child abuse or neglect that have been on the rise. State and local agencies are unable to suitably supervise foster homes or arrange adoptions. Statistics show that many children will spend most of their childhood and teenage years in the foster care system, which has shown to leave emotional scars on the child. Today, Child Welfare groups are looking for federal funding and legislation to increase programs and services aimed at keeping families together.

The foster care system in America negatively affects the lives of adolescents in the system mentally and physically. On any given day there are over 428,000 children in foster care and more than 20,000 kids age out of foster care with no permanent family; therefore, they are being left behind socially, educationally, mentally, and under developed for the real world. Foster care first started in the nineteen hundreds when Charles Loring Brace created the “Children’s Aid Society” in New York. Then later on the 1900’s, social agencies started to supervise and pay the foster children’s sponsors. Every year in the United States, hundreds of children and adolescents are taken from their parents and primary caregivers and placed in out-of-home care situations due to issues in their homes and family lives which contribute to unsafe living conditions. These children and adolescents often face many health, behavioral, developmental, and psychological issues.

AB 12 lets foster teenagers stay in foster care until they are 21 years old. Often, when foster youth turn 18, their foster parents kick them of the home out due to no longer receiving payment, and the youth have no place to go. With the implementation of AB 12, they can choose to stay in a foster home and the foster parent continues to get a stipend to help pay for the foster teens expenses. The foster teenager also has the option to move out of the foster home and get a monthly stipend that goes directly to them. This stipend is used to help pay for expenses such as rent, utilities, food, etc. This all sounds great, but I don’t feel that it is working for foster teenagers. The concept is good, but definitely needs to be reformed and restructured. To receive AB 12 funding, a foster teenager still has to meet with a county social worker monthly and meet certain criteria which include going to school, working, or looking for work. They can lose AB 12 funding if they do not meet these qualifications. Often, it is hard for the youth to meet these qualifications because they have not learned the necessary skills to effective apply and hold a job or learn how to navigate the college university system to enroll in school. What is happening is that the youth are not qualifying for AB 12 and if they do they are so used to the money that when they turn 21 and lose the AB 12 funding, they end up not

Notably, children placed with a foster care family have better outcomes than children who are institutionalized. For instance, research conducted by Bos et al., (2011), shows children sheltered with a foster family are more likely to develop a secure attachment than those placed in institutional care. Also, according to Cashmere and Paxman (2006), children who experience stability in a foster care setting are more likely to have improved academic achievements and cognitive abilities. So, “a stable foster care placement can have positive effects on a vulnerable youth population compared to the alternatives of living in institutional or group care or in a home with neglect or maltreatment” (Lockwood, Friedman, & Christian, p. 310, 2015).

In the John Burton Policy Brief on AB 12 the realities of education for foster youth are highlighted, “The rate at which foster youth complete high school (50 percent) is significantly lower than the rate at which their peers complete high school (70 percent),” (2011, p. 2). This affects chances for higher education including college degrees. This has a significant impact on the community as “aged-out” youth without services have more chance of risk for: homelessness, poverty, unemployment, going to jail, prostitution, substance abuse, early parenthood and untreated health conditions. Samuels and Pryce state that foster care has not always been a positive, developmentally appropriate experience. Youth who are

60 percent of kids who age out of foster care are dead, homeless, or in jail within a year. There needs to be more focus on the foster care system and child homelessness. Children should not be living on the streets, they need a home and a loving family so that they can grow up and live a stable, independent life.

Many children will average about five or six years in the system and go through four to seven homes, making it hard for the children to find stability and have a productive life. Generally, when a child moves to a new foster home, it is far away, forcing the child to pretty much start all over from the very beginning. Moving from home to home and not having that stability causes the child to have many emotions, which are often ignored by foster parents. The neglect and maltreatment by a lot of foster parents is out of control, but a lot of social workers say there isn’t much they can do. And when the children age out of the system, there aren’t that many resources for them to be on their own. Once they turn eighteen, the foster parents usually send them out on their own, making it difficult for the children to finish school. An ideal environment for the growth of children does not usually exist anymore and in order to promote continuity in the social, emotional, and developmental growth of children, there has to be people out there willing to listen.

Everywhere across the world, more and more children are being placed into foster care or a welfare type system. Foster care can benefit children or harm them; the effects of foster care differ for every individual. These types of systems often have a major effect on young children’s physiological state. Children entering in foster care are often malnourished and have untreated health problems. A high percentage of children who are placed in these types of systems have mental health, physical health, and/or developmental issue which often originates while the individuals are still in the custody of the biological parents. Children in foster care should be provided with a healthy and nurturing environment which often provides positive long term results. There are more young children in the system because younger children require more adequate care than older children that are already in the system. Placing these children in welfare systems is supposed to be a healing process for them. Children are generally placed into foster care as a result of parental abuse or neglect; however, there are many racial inconsistencies circulating general foster care involvement.
