Since the conception of the country Canada’s elections have worked within the confines of the First-Past-The-Post system, also known as the single-member-plurality system. The system has functioned the way it was intended to for the majority of the countries existence. However, after the introduction of legitimized additional parties into the Canadian political wasteland, the SMP (single-member-plurality) system has been producing less than democratic results. It has also been said that the SMP system was never truly democratic in the first place, particularity because of the power centralized within the ruling party as a result of the system. For many proponents of the system, the main benefit is the systems ability to produce an effective working parliamentary majority to govern (Norris, 1997). SMP is able to do this by the creation of a manufactured majority that increases the seats of the winning party more than what is proportionally accurate. The single-member-plurality system is touted as being one of the simplest modern electoral systems. The elections consist of one ballot which is used to vote for a local member of parliament to represent that particular constituency (Norris, 1997). The system provides a premium to the winning party and penalizes the opposition parties in an attempt to make it easier for the winning party to push through policies (Cross, 2005). One-way SMP accomplishes this is with the rule of only needing one more vote than second place to be able to form the government (Norris, 1997). The SMP system has seemingly fallen out of fashion in the international community for some time now. Beginning with the electoral reform in New Zealand in 1993, many states have grown out of the SMP systems simplistic nature (Dunleavy & Margetts, 1995).
