Substance Abuse Treatment Instead of Incarceration? Essay

Addiction is a chronic brain disease that often results in some sort of relapse. Addiction is characterized by inability to control drug use which results in problems with one’s behaviors and interpersonal relationships. This disease causes compulsive behaviors such as the need to use drugs despite the many harmful consequences that affect the addicted individual and those around him or her. Although for most people, the initial decision to use drugs is a one time lapse in judgement, the brain is easily affected by these drugs if the person decides to use these drugs multiple times. The changes that occur to the brain over time will cause the addicted person’s ability to resist the intense impulses of drugs to be altered causing the addict to often give into the temptation of these drugs. Like other chronic diseases, addiction often involves cycles of relapse and remission. Without treatment or engagement in recovery activities, addiction is progressive and can result in disability or premature death. Drug addiction is an issue that many people deal with whether they are the addict or the addict is their loved one; but with a good source of support anyone can over come the challenges and consequences of addiction.

Many different states have begun sending nonviolent drug offenders to various kinds of drug treatment program the state offers. By doing this, it has significantly reduced the problems with overcrowding. If an individual is arrested and charged with simple possession of a drug and no other crime is being commented, then this person is doing no harm to anyone else. They should be given the opportunity to try and make a change in their life and beat the addiction. Instead, if this person is thrown into jail, they are still going to be an addict with a criminal record now and will not be able to be a contributing member of society. (Everett 1 ).

The meaning of a word portrays what it encompasses and if the phrase itself is misunderstood then defining what it’s trying to explain can be a studious task. Addiction has been defined by many and holds different meanings based on the context it’s used in. Addiction can be defined as a condition in which a person undertakes the use of substance, or engages in activities, which in turn brings pleasure, and tends to divert oneself from their day-to-day duties and responsibilities. The authors showed that with the growing criteria for offenders to be submitted to drug programs caused a “widening net” effect. This effect causes many offenders who would have needed help with their addicted fall-through and are incarcerated. These individuals then contribute to the growing population of prisons and jails. The disease model: This theory states that an individual who abuses drugs requires medical treatment rather than moral punishment or exhortation. This theory also justifies spending money to research substance abuse in the same way that money is spent to research other diseases. However, usually the term disease is reserved for a state in which we can identify an abnormal biochemical or physical condition. No abnormal biochemical or physical condition has been found in the case of substance addiction, although mounting evidence suggests that some individuals are genetically predisposed to addiction more so than others. Nevertheless, this theory continues to appeal to researchers, and an intensive effort is always being made to identify the physiological “switch” that establishes addiction after exposure to a drug (Lee, 2010).

Addiction is a choice and by classifying addiction as a disease, we are just enabling drug addicts to take no responsibility for their own actions in their lives. By labeling addiction as a medical condition it creates a false assumption that addicts have no control over their own behavior. People become addicts because of their behavior, not their brain chemistry. The disease concept is so popular because it gives people an easy way out; if they inherited their addiction they can’t be responsible for their own behavior. The disease model of addiction is flawed for a number of reasons; first, most people who take drugs do not become addicted, but may take drugs for a period of time, then stop when they choose to do so. Many well respected professors and scientist claim addiction is a scapegoat behavior that has been incorrectly identified as a physical or mental illness, an addict is only a victim of bad science and misguided policy.

It is common knowledge that America has the world’s largest population of prisoners, and in 2008, a study was completed by the Pew Charitable Trusts which indicated that half of the inmates in jail and prison are serving time for nonviolent drug charges (http://www.pewstates.org/news-room/press-releases/new-pew-study-finds-36-percent-increase-in-prison-time-served-85899394970). Since the “War on Drugs” approach about forty years ago, the criminalization of the addict has done very little to address the problem of substance abuse in society. While there is no one clear cause of substance abuse, there have been patterns identified in substance abusers, that may be the underlying factors that lead to the addiction. Some of these factors include mental health and biology.

Drug abuse and crime is not a new concept and the statistics around the problem have continued to rise. According to (Office of Justice Programs, 2011), there were an estimated 1,846,400 state and local arrests for drug abuse in the United States. Additionally, 17 percent of state prisoners and 18 percent of federal inmates said they committed their current offense to obtain money for drugs (Office of Justice Programs, 2011). Based on this information, we can conclude that our criminal justice systems are saturated with drug abusers. The United States has the highest imprisonment rate and about 83 percent of arrests are for possession of illegal drugs (Prisons & Drug Offenders, 2011). Based on these figures, I can conclude that we should be more concerned about solving the drug abusers problems and showing them an alternative lifestyle rather than strict penalty of long term incarceration which will inevitably challenge their ability to be fully functioning citizens after release.
