Recently, the amendment of animal control laws on pit bull ban in Montreal has risen many controversial opinions related to matter as a “public safety” after the death of a 55-year-old woman by the brutal attack of dog which is thought as a pit bull. Pit pulls are regarded as American Staffordshire terriers, Staffordshire bull terriers, American pit bull terriers and any mix breed dogs that have a part of those breeds or a dog with similar physical characteristics. The legislation prohibits pit bull, restrains the existing pit bull and makes stricter penalties for dogs which pose the danger to the public (“Montreal passes controversial”, 2016). The council’s decision about this issue is questionable whether to ensure the public safety, the city of Montreal should not adopt this controversial legislation which is unfair, ineffective and unenforceable.
Firstly, the new bylaw which bans acquisition of pit bull type dogs is likely to be unfair. In fact, the new bylaw not only restricts the living of the pit bulls but also prevents the owners from enjoying the relaxing environment with their pets as a family member in the public space due to the prejudiced views toward the pit bulls. Actually, the pit pull types have to be muzzled when they go outside (Benizri, 2016). Also, the owners have been restricted the right to possess the pit bulls because the new bylaw indicates the owner cannot have more than two dogs in the same residence (“Montreal passes controversial”, 2016). Pit Bulls are known worldwide for being inherently dangerous and extremely vicious, but according to the American Temperament Test Society, Inc. 86.8% of American Pit Bull Terriers have passed their temperament tests better than Collies, Golden Retrievers, and Beagles. Many people don’t know that the term “bully breed” refers to more than forty breeds that hail from the same root breed. The history of the Pit Bull goes back to about the nineteenth century, during that time they were used to protect livestock, families, and even children as nannies (the Canine Journal). Today Pit Bulls are used as therapy dogs, police dogs, and of course a simple companion. Many myths about pit bulls circulate, which scares society into believing that they are dangerous to us and our families the question of banning Pit Bulls has been hotly discussed around the world, but banning Pit Bulls will not stop illegal breeding, fighting and distribution of Pit Bulls, other dogs from biting, and the problem will grow. When BSL is enacted in a community it gives the citizens a false sense of security. They believe that all the “dangerous” dogs are done away with. Breed-specific laws have a tendency to compromise rather than enhance public safety. When limited animal control resources are used to regulate or ban a certain breed of dog, without regard to behavior, the focus is shifted away from routine, effective enforcement of laws that have the best chance of making our communities safer: dog license laws, leash laws, animal fighting laws, anti-tethering laws, laws facilitating spaying and neutering and laws that require all owners to control their dogs, regardless of breed.

To avoid the situation, owners just have to be sure they train the dog the proper way when they are little. Many cities restrict the allowance of pit bulls living there due to the history of their aggression, animal control should make sure the house is a safe environment and occasionally have checkups on the house and owners to check on the dog. A safe environment at home is a place where the animal doesn’t get abused. Pit bulls should not be banned from living in certain places because of their history of aggression.

Maryland has laws on both rulings against just Pit Bulls and the concept of ‘dangerous dogs’. First we will focus primarily on Maryland’s law against Pit Bulls. Aaron C. Davis, a reporter for the Washington Post, states that “Maryland’s highest court ruled in March [of 2012] that pit bulls…are more dangerous than other breeds” (Davis). Even the media today is biased against Pit Bulls based on the immensely smaller number of media articles reported on non-Pit Bulls versus Pit Bulls. The ASPCA, American Society for the Prevention of Cruelty to Animals, shows that a “quantitative study by the National Canine Research Council of dog-bite reportage in a four-day period proves that anti-pit bull bias in the media is more than just a theory—it’s a fact” (ASPCA). Under Maryland law as well, there are specific rulings on what deems a dog as a ‘dangerous dog’. Stated in West’s Annotated Code of Maryland, “‘Dangerous dog’ means a dog that: (i) Without provocation has killed or inflicted severe injury on a person” (West). This could relay onto any breed of dog depending on the situation and environment. Because of the Maryland law on Pit Bulls, many Maryland families are facing distress.
In the article “Pit Bulls No Longer Vicious in Garden City”, “The city commission voted Tuesday to remove the breed from its vicious dog ordinance. The decision includes any American Pit Bull Terrier, Staffordshire Bull Terrier or American Staffordshire Terrier, or any mixed animal that appears to be predominantly one of those breeds.The Garden City Telegram reports the decision means owners of those types of dogs no longer have to post signs or maintain pens or structures unless their animals are declared vicious in municipal court. Owners also can walk their dogs without muzzles.” (Pit Bulls No Longer Vicious in Garden City, para. 1-2). The city also keeps the requirement that if the animal has shown conduct to show it is vicious it still stands. Also there are multiple other breeds that are the cause of dog attacks that don't have the requirments like pit bulls in Newark, Ohio. According to Cramer in the article “The Worlds 10 Most Dangerous Dog Breeds”, the top four are labeled as follows; Pitbull, Rottweiler, German Shepherd, and fourth being the Doberman
