The Un Natural Disaster Of Hurricane Katrina

On August 29th, 2005 Hurricane Katrina caused catastrophic damage and flooding in Mississippi, Louisiana, New Orleans and areas in between. It destructed the lives and homes of thousands of people, with a total of 1,883 fatalities (Hurricane Katrina Statistics Fast Facts, 2015). Hurricane Katrina left many homeless and hospitals unprepared for the challenges posed to the healthcare system as a whole. Some of these challenges included gaining access to healthcare facilities, providing expedited care to those most in need, and preventing spread of disease that commonly occurs during natural disasters. Many facilities did not evacuate in time and many were left stranded in flooded waters as patients conditions worsened and access to essential medications and treatments became limited.

In the history of the United States of America, Hurricane Katrina was known as one of the worst hurricanes in the world. The hurricane was a combination of tropical waters and gushing winds. It was the vicious hurricane that caused severe damage to the citizens of the United States of America. The amazing city known for its southern style, Cajun cuisines, jazz music and its celebration of Mardi Gras will never be the same. New Orleans, Louisiana was changed forever in August 2005 when this category five hurricane left the city devastated. The catastrophic storm tore through the city of New Orleans and surrounding areas destroying everything in its path and killing hundreds of people.

In the wake of Hurricane Katrina, multiple failures exposed communication breakdowns, roles and responsibilities. Civil unrest followed after local law enforcement, abandoned their legal duties. Historically, the Posse Comitatus Act created barriers. These barriers slowed down the response of federal support. The President and governor struggled over control of the National Guard. The city of New Orleans suffered economically and through loss of life. With the pullout of the police, they fell into a different category that called for implantation of martial law using an outside policing force. The actions of Governor Blanco are ill prepared at most. Post Katrina in Louisiana was painfully obvious as the total failure of state and federal government’s anger looms towards the revision of an outdated law.

In August 2005, Hurricane Katrina devastated New Orleans, Louisiana and the Gulf Coast. The results were catastrophic. Katrina and storm-related flooding took more than 1,800 lives and caused an estimated $81 billion in damages. In the storm’s aftermath, there was widespread debate over government response to the disaster. I believe that the bulk of the responsibility lay with the state and local governments. They should have been better prepared ahead of time and had more comprehensive plans in place to minimize danger to citizens. The national government has traditionally only sent its military into a state at the request of that state’s governor. Hurricane Katrina was a devastating disaster that has affected many people in New Orleans as well as the surrounding areas. It had a stunning “death toll of 1300 people and damage over $100 billion ”( Davlasheridze 94 ). The communication were taken down hours after Katrina because of the unexpected fast winds and floods that broke down “3 million phone lines and 1,000 cellular towers in Louisiana, Mississippi and Alabama.”( Joch ). Because of the millions of phone lines that were battered, contacting the government for help was difficult hours after hurricane Katrina. Not only that, the people of New Orleans underestimated the power of Hurricane Katrina causing many to be “ stranded with no food or water” ( Narrator, “The Storm”,PBS ).

“When communities are rebuilt, they must be even better and stronger than before the storm,” (“Bush”). This is what former president George W. Bush said during his speech in New Orleans concerning the effects of Hurricane Katrina. Hurricane Katrina was a massive natural disaster that consisted of high powered winds and immense amounts of water. The hurricane was initially a category 3, but gradually rose to the classification of a category 5 storm, which is the largest storm there is (“Hurricane Irene”). In fact, there were accounts of winds recorded at about 127 miles per hour in the Gulf areas such as Grand Isle, Louisiana, and near the Mississippi River (“Hurricane Katrina Statistics”). During times of extreme poverty and inequality more attention is provided to those in hardship. A prime example of this is New Orleans when Hurricane Katrina hit. Before the hurricane hit the only time I had hear of New Orleans was if someone was speaking about doing down to Mardi Gras. The people affected by the hurricane lost a lot. Many lost their homes, tangible possessions stored in their homes, animals, and some lost their lives. Hurricane Katrina was a huge devastation to the country, but many survivors say they did not get adequate supplies, shelter, food, or support (Lee, S, 2006).

Hurricane Katrina is one of the U.S’s most catastrophic events, and this was due to the number of people who were killed and displaced. Most of those effected most harshly by the storm were those that were of the poor community, which in New Orleans was mostly black. These people were not able to evacuate the storm, and also had the most trouble to try to rebuild after the storm. Tia Lessin and Carl Deal’s documentary on Hurricane Katrina, Trouble the Water, portrays Hurricane Katrina in a different light, one that constantly get ignored by the popular media. By answering five main questions based on this documentary, a close to accurate portrayal of Hurricane Katrina can be made.

A running theme throughout most of the literature on Katrina shows that the inability for the bureaucracy to effectively manage the crisis contributed to human suffering, needless death and disenfranchisement, and frankly, in excess and drawn out repairs. What should happen? Again, there are local issues as well as broader national issues. Certainly, though, the billions of dollars in funding that go to crisis management at the national level should be honed and made accountable for doing exactly what their mandate indicates: effectively handling disasters. The money and time spent on cleaning up the disaster, though, led to increased criminal activity in New Orleans, public calls from new leadership, and governmental criticisms. In July 2012,

Hurricane Katrina took 1,833 lives, but this number could’ve been lower had the government respond in a proper manner. The failure of proper execution of the Mayor Ray Nagin, of New Orleans at the time, the failure of the Federal Emergency Management Agency to execute actions in a timely manner, and the failure of the President to actually visit the people in need to help all led to more destruction. Former FEMA director Michael Brown failed to address the request made by officials. The Lieutenant Governor was also criticized for making vague request and not communicating properly what she needed. Many of the officials in charge did not properly communicate what they needed. And those who did communicate request, were ignored.

Even though it is the responsibility of the federal and state governments to aid citizens during times of disaster, the people devastated by Hurricane Katrina were not effectively facilitated as according to their rights as citizens of the United States. The government’s failures to deliver assistance to citizens stem from inadequate protection systems in place before the storm even struck. The Federal Emergency Management Agency and the Department of Homeland Security were the two largest incumbents in the wake of the storm. In a time of crisis, the government response to the situation at hand was poor and inefficient. There were numerous flaws and errors in the relief plan proposed to the government which in turn led to delayed relief to victims in need. The immediate response phase after Katrina lasted roughly 12 days. During this time, “victims were evacuated, rescued, sheltered, and received medical care from first responders, charities and other non-governmental organizations, and private citizens”(McNeill, 2011). The fact that the U.S. government organizations were not the first responders to the disaster is shameful for our country.

In today’s world, there has been one disaster or another, and hurricanes are one of those disasters that always happens. But, for one reason or another we are never prepared or understand the danger of any type of hurricane over a category one. Most of us have been through many hurricanes, like this learner who has lived in Miami, Fla. for over 30 years, and experienced her last hurricane which was Hurricane Andrew. Warnings are always given, first responders are trained to all ways be on alert, and FEMA is supposed to be ready to jump in once the storm has done its damage. But we can never be prepared, because hurricanes are unpredictable, and can become deadly for citizens and create millions of dollars in damages. Hurricane Katrina did not only hurt New Orleans and caused so much damage but it almost killed and buried New Orleans with its people. “Much of New Orleans was emptied of its people, and broad areas of the Gulf Coast in Mississippi, Alabama, and Texas were devastated, More than 1 million Americans are now displaced across the country, and their fellow Americans around the nation are trying to take them in, perhaps for a long time.”Not only New Orleans got stuck in the cross fire but it also caused such devastation along the north central gulf coast. It not only executed and caused such affliction to homes and businesses, but the economy suffered a great deal as well, as businesses were destroyed. Not only did replaceable things were gone but the worst part about hurricane Katrina was the lives that were lost, lives of innocent children and the elderly that could have been saved but wasn’t, due to the governments incapability and lack of compassion which is what is so unethical. For this to be an ethical matter it would have mean that hurricane Katrina hits New Orleans and the levees did not break. It would mean that innocent lives would not have been lost. We as a human race could have dealt with the hurricane aspect of it, but the fact that this was something that could have been avoided, is what makes this so harsh and so hard to fathom.
