After the events of September 11, 2001, the United States had a unique dilemma. America was engaged in what would be called a “War on Terror”. This new conflict was unlike any in American history. Previously, in the context of war the United States had always fought a nation or group that had defined boundaries as to where they resided. This new conflict went away from these rules of the past. Terrorist groups were not bound to a region, but were instead united by an ideal. September 11 marked the first time in which terrorism would rise to the forefront of the nation’s agenda. This emergent wave of conflict required a different strategy than the those of the past because of the unorthodox nature of the opponent. One of the major innovations fostered by the “War on Terror” was the expansion of torture. The dramatic rise in terrorism sparked the unethical advancement of interrogation techniques in order to more effectively acquire information. The emergence of the “War on Terror” required government officials acquire intelligence in a new way thus spawning the emergence of “enhanced interrogation” methods, however, the morality of these techniques would come into question as they were revealed to the public. Terrorism was a new threat unlike the United States had ever experienced. Torture is known as the intentional infliction of either physical or psychological harm for the purpose of gaining something – typically information – from the subject for the benefit of the inflictor. Normal human morality would typically argue that this is a wrongful and horrendous act. On the contrary, to deal with the “war on terrorism” torture has begun to work its way towards being an accepted plan of action against terrorism targeting the United States. Terroristic acts perpetrate anger in individuals throughout the United States, so torture has migrated to being considered as a viable form of action through a blind eye. Suspect terrorists arguably have basic human rights and should not be put through such psychologically and physically damaging circumstances.

In the atmosphere of prosperity and peace, a cruel and inhumane torture the solution to the fear living in their hearts. The horrendous attack on the World Trade Center planted a sense of fear and worry in everyone’s minds. After 9/11, Bush passed The Bush Doctrine which focused on removing any foreign leader that threatened the safety and integrity of the U.S. This meant that Bush can invade any country that is threatening the United States but only in the future. Immediately after 9/11, al-Qaeda was automatically blamed and Osama Bin Laden, whom was the leader, was declared the main “culprit” of the attack. Originally, Al-Qaeda considered targeting nuclear power plants but decided a more public place to cause fear and panic. With the September 11 terrorist attacks in New York City, the United States adopted radical changes to its foreign policy and its response to terrorist threat. With the swift implementation of the USA PATRIOT Act shortly after the attacks (Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act), and intervention in Afghanistan, the United States had begun its War on Terror. This war was shepherded by then President George W. Bush. These actions marked the beginning of the War on Terror, and laid the groundwork for the problems experienced by the Obama administration almost ten years later.

After the events of September 11, the United States found itself in position never seen before. Unlike the last few hundred years of conventional warfare, the United States was fighting a new type of war. This war was not waged against other nations but rather on small groups with a similar ideology. The country needed to quickly adapt to the new threat and how it would eventually overcome it. One such issue came under the guise of how the U.S. would interview/interrogate prisoners of this new found war. This essay will use a case example to look into the culture of the new enemy; identify legal issues, interrogation strategies, and defense mechanisms when interrogating this new threat.
Foreign policy main goal is building relations with other countries such as economic and security relations to serve the interests of the state. Also make alliances with other countries in order to have more influence in the world and that will also ease the burdens of wars. As the book mentioned foreign policy consist of many strategies, such as diplomacy, economic aid, technical assistance, and military intervention. It called foreign policy because it deals with foreign affairs; however, it may occur a change in the local scene and perhaps the country’s stability based on element, which includes the economy and security.
A third and final social issue that has been going on since the beginning of the 21st is the war against terror. The “war on terror” has been going on since September. 11, 2001. The campaign of president George W. Bush “declared a worldwide ‘ war on terror ’ "(www.globalpolicy.org,2016). Since then this war has claimed “over 6,000 US soldiers killed in wars in Afghanistan and Iraq. Possibly 100 times that number of civilians in those countries (in Iraq, at an early point, there was an estimated range of 400,000 to 900,000 civilian deaths”(Shah, 2013). This has made the war against terror a very difficult thing to deal with. Over 35 countries are a part of this war on terror. Including America, Afghanistan, Iraq, and Egypt.
I, myself, before September 11, 2001 did not know what terrorism was. It is completely a new term for me, and I could never figure how terrible it is. But then, experiencing and witnessing the feeling of losing the one you loved who was a victim of that disaster, I recognized that the world is no longer as safe as before. Today, not only America but also Britain, Spain, Indonesia…became the target of terrorists. The terror tissue is the most challenged thing for all the governments to solve. Even though after September 11, 2001, US has attacked and destroyed a lot terrorists’ bases in over the world, the terrorists still survive and keep aiming to US and its allies.

In a world full of chaos and vast devastation, there seems to be no time or space to choose between being a lover and a fighter. There seems that we are no longer safe, and countries, states, cities, towns all live in terror. Terrorism has taken effect for quite some time now, The United States and the world has been involved with an uphill fight against the terrorist groups, named ISIS. The biggest question being dated to the past and recent leaders of the free world is, should the USA take further extremes and take on violence as a way to terminate ISIS? Over the last several years, the approach that is used in the War on Terror has been increasingly brought to the forefront. This is because there has been a shift in public opinion about the impact of specific events and the tactics to achieve a host of objectives. A good example of this can be seen with the use of special operations forces and the shooting spree of Robert Bales. He was an American soldier who was on his fourth tour in Afghanistan. One night after drinking heavily is when he snapped and went on a shooting spree (killing 16 civilians). This has an adverse impact on the US military's involvement in the region and the tactics they are using to achieve different objectives in the War of Terror. As a result, this is illustrating how a balanced approach must be taken over the long term. This will allow the nation to deal with the costs and resources of fighting this war more effectively.
