1. Introduction
Procurement is the process of buying and selling the goods/services between business and business. In general, the functions of most procurement system in organizations or governmental departments have less transparency. It can be said that there is corruption in the process of the procurement systems (purchasing). However, this lack of transparency can be reduced or avoided by using E-procurement system which is the major business in the E-government platform for the countries all over the world. PhilGEPS can oversee and support users with administrative functions which can make approval the registration of users and helping users to create their profiles, and serving to in the make a tender announcement. A transaction log save all activities in the system, e.g., user can check on their activities on their account, including those that an administrator conducted on their behalf.

Procurement by public entities is guided by primary law principles of transparency, equal treatment and non-discrimination, procurement laws sets up an extensive legal framework regarding the procurement of work, supply and service contracts. There are two main reasons for the use of specific procedures i.e. why contracting authorities do not just negotiate or simply buy from the closest supplier. First, it provides for more public accountability and therefore less cases of corruption practices.
