Human experimentation has been something that’s been going on for centuries. Researching humans for new drug testing has accommodated a lot of controversy with people all over the world. Most people don’t agree and think it’s not okay for this type of situation to happen to people but there are different studies such as Diagnostic, Treatment, and Preventive that explains and gives a better point of view and understanding the positive outcomes of the entire process. Diagnostic studies refers to the practice of looking for better ways to identify a particular disorder or condition. Welfare is for people who don’t have enough income to live off of and is supposed to be for helping them out with things like food, clothing, and most basic necessities. 61% of people not on welfare are against it and believe people who receive welfare don’t use it for the intended reason and basically look at it as free money. There is 21.3% of the population on government assist. That’s approximately 52.2 million peaple participating in it right now. They get food stamps from the govt and sell them to buy drugs or alcohol which is probably the reason they are on it in the first place. If they did a drug test beforehand, then they would know to not accept that person because the money more than likely would only buy them their next high; therefore, welfare recipients should receive drug tests before being accepted.

All drugs have dangers due to certain chemicals and substances. Because of animal testing, researchers have found another alternative to testing on humans.
The performance of random drug testing has seen its fair share of scrutiny in terms of cost, test result reliability, and constitutionality. Drug testing has been fraught with controversy for decades by both employers and employees alike and there are three valid reasons as to why the testing is not ideal. One of the main elements that is a cause for concern is an employee’s invasion of privacy. When an employee tests positive, there is a strong possibility and fear that they will be permanently stigmatized. Any explanation given to the employer, whether it’s voluntary or forced on contingency of employment, violates their HIPAA Rights. Supreme Court Justice Antonin Scalia, for example, has referred to the practice as a "needless indignity" (DeCew, 1994).

Drug testing welfare applicants is unconstitutional under the fourth amendment doctrine, but changing the welfare program to require consent to testing may be constitutional under the doctrine of unconstitutional conditions. The doctrine of unconstitutional conditions applies to benefits that the government permits but is not compelled to provide in which receipt of the benefit is conditional. The recipient the benefit must have free choice to participate and may be required to perform or forego an activity to receive the benefit. The condition must be connected to the benefit in some way that is typically known as germaneness.

However, others believe that the costs far outweigh the benefits and that it is an invasion of privacy. Putting all ethical issues aside, evidence presented in this paper supports the latter. The costs of drug testing are excessive and only a small percentage of employees are actually found to be substance users. Athletes are now subject to advanced screening and probing before they are even permitted to play for the team. Naturally, two distinct opinions arise: those in favor of this screening, and those who believe it is a major invasion of personal privacy. Despite the claim that athletes must comply with their employer’s demands, drug testing poses a threat because it affects the privacy of athletes, as well as that of the general public.
The big controversy right now within the government and high schools is whether or not random drug testing should be legal in schools. There are many reasons why it should not be legalized, one reason being it goes against the fourth amendment. Why should we have testing in schools when many major health organizations oppose it? Many high schools across the country have brought much attention to the idea of giving random drug tests to students in high school. The newfound interest in student drug testing may be as a result of recent polls, which have shown an increase in drug use among high school students. Many teachers, parents, and members of school comities are for the drug testing, while most students and some parents feel that this would be a violation of students rights as Americans, which is true.
Drug abuse has always been a very delicate question as it always it deals with the health, well-being and even lives of human beings belonging to any country. The Fourth Amendment grants you the right against unreasonable searches and seizures, otherwise known as a person's right to privacy. It seems that drugs have become a major epidemic within teenagers in the last few years. There is only so much that can be done to try and eliminate drug use, while not dramatically changing anything in the community. Drug testing the district’s student athletes provides many reasons that it is a worthwhile expense. Lawyers, Mark Vetter and Daniel Chanen, stated in the Sports Law Institute Newsletter “First, student-athletes were the leaders of the drug culture” (Vetter and Chanen ¶3). This simple statement proves that athletes need to be drug tested; it will improve multiple circumstances within the district and the lives of athletes. Drug testing student athletes at the high school level is a step every school district needs to take in order to improve their schools, and the students’ lifestyles despite the high price tag on these tests.
