This is because they are the ones that thought they were in love. They are also the ones that killed themselves. It was their decision to die, so it is their fault. Friar Lawrence only played a part because they trusted him and he had a cause, so he also contributed to the tragedy when he could have stopped

Romeo retaliates and kills Tybalt in anger and revenge for his friend. This is apparent in the line “Either thou or I, or both, must go with him. This conveys that Romeo felt he had to get revenge for Mercutio but he really didn’t mean to kill Tybalt and couldn’t believe that he’d actually done it.
