She first found out about Three Rivers housing service through a local festival in Austin and came to homeownership education workshop that was offered by TRCA. El Paso has formed The El Paso Affordable Housing CUSO. According to “Affordable Housing Is CUSO Goal,” this program provides “affordable mortgages to low- and moderate-income” (1). The program has students of a local community college build homes so that they can be sold below market price, making home buying easier and cheaper. The involvement of local college students is also another way El Paso gives job opportunities to its young people. There are, however, a series of classes and requirements to qualify for these homes. Penny Ann Beernsten, a thirty-six year old small business co-owner and physical fitness instructor, went through a traumatic experience on the afternoon of July 29, 1985. She jogged at a stretch of Lake Michigan shoreline in Wisconsin. She was planning on meeting with her father at the beach at 4:00 PM and she started the jog at 3:50 PM, but was grabbed and taken to the woods where she was raped and deprived her of oxygen by suffocation until she passed out. Mark Hebert filed a complaint with the New Iberia Police Department on January 6, 1993. Rhyannon (mother) went to the ER in West Point on the night of 10-26-15. She had a chemical burn in which she stated she was snaking the toilet to get it unclogged, and Dusty had poured Ammonia in the toilet. She mentioned to the reporter that Dusty has a meth lab in the shed. It was unknown how long he had the lab, but Rhyannon would not go to the police per the reporter's request, in fear her child would be taken. Rhyannon and Dusty are separated, but he had been living in the home. Rhyannon put him out the night of 10-25-15, due to the chemical burn, him having a female around, and a lot of other people at the house. It was unknown if the mother was using meth on that night, but she was on something, and was drug tested at the hospital.
