The Australian federal Budget is the Government’s annual financial report that sets out Australia’s proposed fiscal income and spending for the upcoming year through careful planning and prudent saving. The budget provides structure, financial record and discloses Australia’s priorities by providing allocated funding to specific sectors and departments of state.

One of the most significant issues to issues to affect healthcare in today’s society is the impact that illegal aliens have on the already broken healthcare system. This paper will explore the impact of undocumented Hispanics and their impact on the services available and used in California. Included will be the numbers of those that are affected as well as what is being done to decrease the impact of this population on the current healthcare system.

The growing national deficit is a looming problem in the United States now more than ever. The national debt is constantly increasing and government spending is out of control. If these issues are not solved then they could spell disaster for the nation’s economy when the infamous debt ceiling is finally reached. Currently the national policy on the debt is to continue raising the debt limit until a solution is found that is agreeable between both parties in Congress. The two main issues of over spending and the constant raising of the debts ceiling by Congress can both be resolved by government spending reform, balancing the federal budget and initiating pro-growth policies in order to increase the government’s tax revenue.

A key goal of the Affordable Care Act (ACA) was to decrease the number of uninsured individuals, many of whom are in low-income families and are minorities (Kaiser Family Foundation 2016). Under the ACA, immigrants who are in the U.S. legally are eligible for coverage through the health insurance marketplace but undocumented immigrants are not (HealthCare.gov) even when using their own money to purchase. There are estimates of 11.1 million undocumented immigrants in the country as of 2014 (Krogstad, Passel, & Cohn 2016). It is estimated that California was home to more than two million undocumented immigrants in 2013. In 2016, California passed SB 10, a bill that would require the California Health Benefit Exchange, which facilitates the enrollment of qualified individuals into health plans, to apply to the United States Department of Health and Human Services for a waiver to allow individuals who are not eligible to obtain health coverage through the Exchange because of their immigration status to obtain coverage from the Exchange (California Legislative Information). This paper will explore California’s SB 10 legislation, its purpose, and how it will seek to serve its undocumented immigrant population and their health needs.

Over the past two years, I have been working as an ACA Patient Advocate at a Federally Qualified Health Center (FQHC). Throughout the course of the week, I interact with patients who are affected by age associated illnesses. At this community health center which serves a large, and indigenous uninsured population, my specific role as a patient advocate is to intervene, assist, manage and fight for my clients. I also provide assistance in interpreting and clarifying healthcare coverage. Lastly, I encourage my patients to engage in frenetic participation in the overall health insurance enrollment process. In so doing, I am ensuring that the health care needs of the public are met.

For healthcare to be fair and permeable for every person, America’s leaders will have to identify the current issues dividing the population. This means removing prejudices and developing a plan that can be seen as universal. It should help to increase the types and availability of health insurance and give those not coverage the means to secure coverage. To this point, illegal immigrants and elected representatives across the country are unable to deny the increased costs placed upon the backs of American taxpayers due to the rise in health care and health care insurance cost. A bill initiated in Indiana will demand local hospitals create a report regarding the costs associated with treating illegal immigrants. Additionally, on a countrywide level, there is an ongoing endeavor to push illegal immigrant children toward federally funded Children’s Health Insurance by the governing body which in turn will effectively raise the current tax rates for all Americans. The proposed health care reform bill attempts to change issues of public policy and health care management for the poor and uninsured. Many leaders from the Democratic Party are actively engaging in policy-making to fix what Rep. Henry Waxman (D-California) calls a “‘dysfunctional’ health care system” (2009).
