On September 1, 2017, at approximately 0300 hours, the undersigned detective received Camila and Juan’s medical-legal from the Children’s National Medical Center. Camila and Juan were examined at CNMC by Dr. Sophia Smith. Camila disclosed to Dr. Smith that she and he brother were disciplined at home by her stepfather. Camila stated that her stepfather whipped their buttock with a belt. Juan’s medical-legal reported that his injuries were consistent with a hit from a belt. CCIB received a telephone call with an allegation against the facility. RP called to report that there is drug use and domestic violence happening in home due to the licensee runs a daycare. RP reported that on 10/9/2017 Veronica and Juan went to pick up children from school and Veronica asked staff at the school to call the police. RP reported that staff told her to contact the police to report what is happening. The RP reported that the police came to the school and arrested Juan in the parking lot. RP stated that it was stated on the police report that Veronica was hit in the face and kicked (unknown when incident happened). It is unethical and immoral to allow adolescents to make their own medical decisions, because the judgment and capacity to make coherent decisions is unstable. Upon arrival we made contact with Justin Pearce, walking with his girlfriend and his children at the end of the driveway near the Farm to Market Road. While speaking to Justin Pearce I detected the strong odor of an alcoholic beverage emitting from his breath and or person. Justin Pearce stated he and his sister Erica Hammer got into a physical argument and had assaulted one another. On 05/24/2018 at approximately 1830 hours, I, Deputy A. Martinez Vazquez (117015) responded to (Boys Town) 1415 Flanagan Ln., Oviedo, Seminole County, FL., in reference to a battery over with. I was notified that the battery was between two juveniles a 12 and 17 year old and both juveniles were separated at the time. When I arrived, I spoke with Javaro Rooks an employee of the institution at Boys Town who stated that Javarius Deloach (B/M DOB:12/06/2001) hit another juvenile, Gres Jr. Robinson (B/M DOB:03/07/2006), in the back of the neck by with an open palm. Javaro told me that the incident happened at the basketball court behind the residence.

The reporting party (RP) stated a home visit was made on 4/8/16 for foster child Ronny Perdomo. On 09/10/15 Ms. McClain voluntarily admitted her son to Parkwood for treatment; the child has not been given a discharge date. During the assessment with the child and his mother, Jameraqua disclosed to the reporter that he and his mother have had multiple physical altercations in the past and a several months ago his mother whipped him with an extension cord. The child did not have any visible marks or bruises and indicated to the reporter he doesn’t have any. Jameraqua feels his mother fights him because she dislikes him; Ms. Mitchell is unaware of the reasons. The reporter witnessed a volatile relationship between the child and mother and they had to be separated during his assessment.
Gwenyth came to school on 09/03/15 with bruises on her left arm and the child indicated to the reporter that she had bruises on her buttock area; the bruises do not require any medical treatment. Gwenyth told Mr. Temple on 08/31/15 her mother asked her if she’d put clothes in the wash. Gwenyth thought she had and told her mother yes but later remembered she hadn’t; Ms. Daly thought the child lied to her and whipped her with a belt on her buttocks area, hit her with a wooden spatula on the arm until it broke, and grabbed her by the neck threw her on the floor and this is when she punched the child in her nose. On 12-09-16 at about hours 0748 hours, Officer Petrella and I responded to the above location, regarding a PC 273.5(a)-Domestic Battery investigation. The victim and Suspect Goldbaum are currently living together and have been in a dating relationship for the past two years with a common son. The victim stated, on 12-09-16 at approximately 0740 hours, she was involved in a verbal argument with Goldbaum. While inside of the their bedroom, Goldbaum forcefully pushed the victim onto their bed. Goldbaum then used his right fist and punched the victim twice in her stomach. Goldbaum then placed a cover and pillow over the the victim's face for approximately two minutes. The victim had a hard time breathing with the cover and pillow over her face.
IRTC spoke with Detective Ortiz who confirmed that the subject child was interviewed at the Bronx CAC prior to this case being reported to NYCACS. Detective Ortiz conveyed that the subject child made a partial disclosure and it is possible that a follow up interview might be necessary. Detective Ortiz stated that there might be another unrelated victim that he is in the process of trying to identify. Detective Ortiz said due to the perpetrator’s age, it is possible that some form of prosecution could take place, but it will occur in family court, not criminal court. Detective Ortiz indicated that cooperation counsel was present of the interview, but there are no pending charges against the perpetrator at this time. No additional coordination
Nurses are subject to a plethora of legal, ethical, and professional duties which can be very challenging on a day to day basis. Some of these duties include respecting a patient 's confidentiality and autonomy, and to recognize the duty of care that is owed to all patients. As nurses our duties are always professional; however there are legal implications if these duties are breached. We also must consider when it is okay as nurses to breach these duties and therefore ethical issues arise. As nurses one of our main priorities is to advocate for our patients, without our own personal feelings on the matter taking over.
