In the following essay I will compare Hobbes’ account of the State of Nature, as depicted in his Leviathan, with Locke’s State of Nature put forward in his Second Treatise on Civil Government. Regarding the main differences, I will discuss how, for Hobbes, it is a state of war in which man is self-interested, and a government is required to oppose human nature. He concluded that there is no justice in nature, and notions of right and are wrong are mere social phenomena. Locke, on the other hand sees it as a state of equality, where man is fundamentally good. Locke is known for his appeal to reason, and see this as the way forward for harmony in state of nature, being equally able to regulate ourselves since reason teach us man “has not liberty to destroy himself, or so much as any creature in his possession, but where some nobler use than its bare preservation calls for it” . A glaringly obvious difference arises thus far then; anarchy for Hobbes is such that due to the constant danger of others attacking you and taking yours for their own, there is a constant state of aggression towards one another. Man is essentially self-interested and thinks only of increasing his possession and pleasures, behaving not out of reason but out of passion. For Locke, man has an unassailable moral compass that prevents him from doing what is wrong, and we know what is wrong from being made in God’s image.
The two philosophers, therefore, understandably have very different ideas of justice in a state of nature. With no inviolable morality to speak of, acting purely from passion, man cannot draw upon it to settle disagreement or quarrel in a Hobbesian world. Thomas Hobbes was a philosopher from England whose work and ideas have arguably made him the founder of modern political philosophy. His most famous work is the Leviathan, which he wrote in 1651. Locke seems to build upon Hobbes' ideals describing within the law of Nature, all men are equal and are in a state of perfect freedom to order their own actions. However, it seems Locke clearly understands mans desire for more and temptation to violate human rights of others for personal gain and therefore, inevitable disputes in which life, liberty, and property are in question, laws are established to protect and uphold ones rights. Locke divulges further by stating the law of nature confirms every one has a right to punish transgressors of law to such a degree in which it may hinder violations, preserve the innocent and restrain offenders (Newton, 2004). This is where Locke separates himself from Hobbes theories. Locke concedes punishment only to a degree whereas will hinder a transgressor and only restrain an offender. This should not be confused with Hobbes philosophy of an individual having the right to pass judgement and decide a transgressors fate, once a perceived threat has been subdued. Locke's philosophy seems to indicate a vital importance to exhibit reason and tolerance; a law of morals, unlike Thomas Hobbes philosophical view of do as you please because it is your natural right. Thomas Hobbes describes his views on human nature and his ideal government in Leviathan. He believes human nature is antagonistic, and condemns man to a life of violence and misery without strong government. In contrast to animals, who are able to live together in a society without a coercive power, Hobbes believes that men are unable to coexist peacefully without a greater authority because they are confrontational by nature. “In the nature of man”, Hobbes says “there are three principal causes of quarrel: first, competition; secondly, diffidence, thirdly, glory” and then he goes on to list man’s primary aims for each being gain, safety and reputation (Hobbes, Leviathan, 13, 6).
His opinion of human nature was low. In Leviathan, Hobbes portrays humans as selfish, unsocial creatures driven by only two need, survival and personal gain. Therefore, human life is characterized by “constant struggle, strife, and war” with individuals against one another in a battle for self preservation . Hobbes claimed that there was “a general inclination of all [human]kind, a perpetual and restless desire of power after power, that ceaseth only in death.” Therefore, Hobbes concludes that because of the selfishness of humans, they have no capacity of self government. Locke view humans is a different perspective. Locke developed his own philosophy, which is referred to as tabula rosa. Put simply, this refers to the idea that the human mind at birth is a blank slate without rules for processing data. Data is accumulated in the mind as the rules of processing data are formed. According to Locke, these rules are formed solely on a person’s sensory experience, therefore, Locke will argue that a person is neither good nor evil at birth, it is the summation of their experiences that determine the person that they become. That being said, humans can be educated to an inclination of good rather than evil. In my opinion both philosophers provide a very convincing argument towards man in the state of nature and natural law. It all comes down to whether an individual can function without being governed, or whether he needs guidance in his everyday life. Hobbes Leviathan to me seemed the quintessential handbook for despots. In the state of nature all people are equal – although they have different talents they are equal, because having different talents doesn’t prevent equality - and have same rights but in time they try to command each other and make domination upon them. Hobbes associate this desire with the effort to dispel the insecurity which is caused by equality between people. John Locke (1689) and Thomas Hobbes (2010) share a common underlying concern: establishing a social contract between the government and the governed. To be legitimate, government must rest in the final analysis on the “consent” of the governed, they maintain. They also share a common view of humanity as prone to selfishness (Morgan, 2011 p. 575-800). Given the modern era, Hobbes views of the state of nature and government seem antiquated; no longer do the masses wish to be subservient to anyone man without question. Thomas Hobbes and John Locke were both natural law theorists and social contracts theorists. While most natural law theorists have predominantly been of the opinion that humans are social animals by nature, Locke and Hobbes had a different perspective. Their points of view were remarkably different from those perpetuated by other natural law theorists.
