After the conclusion of America’s Civil War, President Abraham Lincoln pitched the idea of “Reconstruction,” which would bring the southern states back into the Union. President Lincoln, according to many radical Republicans, was too gentle on the south. The government was divided on how to solve the issue of readmitting the southern states back into the Union. In addition to that, the government was not certain on what rights to enumerate to the newly emancipated slaves. These issues became more difficult to solve after President Lincoln was murdered. Something that President Johnson did to start the period of Reconstruction was to pardon all Confederates soldiers if they plead loyalty and alliance to the Union. No one was held accountable for what happened, one man was murder. Also he demanded that the states in the south abolish slavery and change their constitution in order to be accepted into the United States. Those were Andrew Johnson terms for Reconstructions. The aftermath of the civil war left the U.S in a terrible position; thus calling for the dawning of the Reconstruction era. The idea of Reconstruction was brought up by Pres. Abe Lincoln, but it was brought out by Andrew Johnson after President Lincoln was assassinated. The hopes for former slaves was lifted when the 13th-15th amendments were established and many rights for black men were created. While Southern state governments abolished slavery, they did nothing to alter the status of freedmen and women; to show, the rights once held by former slaves were taken away from them. Black men could not vote, they could not own property, and they were forced into sharecropping, which made debt highly likely. Slavery was still punishment for crimes, but the biggest punishment for crimes committed by blacks was lynching.

Congress comes in to play in December 1865. The Congress was made up mostly of Republicans and they refused to let past Confederates to take their seats in Congress at this time. This marked the beginning of Radical Reconstruction or sometimes known as Congressional Reconstruction. The president and the congress did not agree on many issues. Congress overrode President Johnson on the Civil Rights Act of 1866, The Fourteenth Amendment, and the Freedmen’s Bureau Bill. The Fourteenth Amendment spelled out rights of both black and white citizens as equal. It prolonged Federal powers for the enforcement of civil rights. States that approved the Fourteenth Amendment were considered reconstructed, and Tennessee did so. President Johnson advised other southern states to oppose doing this. As soon as President Andrew Johnson signed a Proclamation which promised order and peace to the United States on August 20th, 1865, the Civil War was formally ended. Though the Confederates had been dominated, there was still a battle to preserve the Southern lifestyle against the impeding Northern republican ideals. President Lincoln had plans to peacefully restore the country to the Union it was prior to the war, but his assassination created set-backs to his plan. While both the North and the South were working toward reconciliation in the nation, the north was more interested in creating a controlling, centralized government while the south was concerned with protecting and preserving their southern customs and ideals. While there were many attempts at reconstructing, the Reconstruction era ultimately failed at unifying the Union under agreed terms due to the constant disagreements between the north and the south.

After the Civil War, the United States had many problems to solve. The country had to figure out how to integrate newly freed slaves into society and bring the former Confederate states back into the Union. Reconstruction was period of time after the civil war in which the United States addressed these problems. Reconstruction had two different phases: Presidential Reconstruction took place from 1865 to 1867, and Congressional Reconstruction took place from 1867 to 1877. Presidential Reconstruction began with Abraham Lincoln, who proposed the Proclamation of Amnesty and the ten percent oath plan. Lincoln was focused on leniency and forgiveness; under his plan southerners would take an oath of loyalty to the Union, and after only ten percent of a state’s voters had taken this oath, the state could be readmitted. After Lincoln’s assassination, Andrew Johnson took over Reconstruction. Johnson wanted to punish landowners, but liberally handed out pardons, as he greatly enjoyed the power that he had over southerners. Under Johnson, former confederates were re-elected, and southern states discriminated blacks. Eventually, Congress took over Reconstruction. The process of rebuilding America after the Civil War from 1865 to 1877, known as the Reconstruction, fell very short of its expectations because of the negative effect it had on relationships within the country. President Lincoln came up with plans for reconstruction, however, Congress believed it was too lenient. After Lincoln’s death and events following regarding Johnson, Congress dominated the government and came up with their own plan that sets the nation up for further disagreement. The plan for Reconstruction as Congress made it, was a failure because of how it divided the government, turned the races against each other, and set up freed slaves for poverty.

Both Civil War and Reconstruction should be considered as a success because two important Civil War achievements outweighed its failures: destruction of slavery, which challenged ideas about citizenship, and openness of new doors of opportunity for women, which challenged traditional women roles and two important Reconstruction achievements that outweighed Reconstruction’s failures: the Fourteenth and Fifteenth Amendments, which produced positive changes in American political and racial relations.

Government had brought the seceded Southern states back into the Union, and they ended slavery and they tried their best to protect newly emancipated the slaves. But they rebuilt the nation after a lot more four years of fighting. The reconstruction occurred in 2 phases, the Presidential Reconstruction was very lenient in order Southern states to rejoin the Union quickly, this was initiated by President Lincoln but was carried out by President Andrew Johnson. The Congressional Reconstruction was stricter and protected rights from former slaves and they kept Confederate leaders from regaining power. But, before the Civil War Lincoln proposed his 10% Plan, which was lenient and allowed the Confederate states could re-enter the Union when, 10% of their population had sworn an Oath of Loyalty and they ratified the 13th Amendment ending all slavery. But, the Radicals in Congress had rejected his plan because, it did not protect ex-slaves and didn’t keep them from regaining power, they also wanted to have 50% of the population to swear to an oath of loyalty. But, the southern passed black codes in order to keep African- Americans from getting any land, jobs, voting rights, and also protection under the law. The American Civil War claimed the lives of over 700,000 people. The war was fought from 1861-1865. The results of the war were described as; a union victory, abolishment of slavery, territorial integrity preserved and the destruction and dissolution of the Confederate States. The twelve years that followed were called the Reconstruction Era, 1865-1877. The purpose of the Reconstruction Era was to restore National Unity, strengthen the government, and guarantee rights to freed slaves. The reality of reconstruction though was; violence (260,000 dead), newly freed slaves suffered the most, and Lincoln's hopes of trust and rededication to peace were lost when he was assassinated on April 15th, 1865. It is these realities of the Reconstruction Era and beyond that this paper will address and how those realities affected the newly freed slaves. Life in post-bellum America for African - Americans was violent and filled with fear because of white supremacy, lynching, and the brutal mutilations of blacks.

The Reconstruction of the United States was an experiment in interracial democracy. The Civil War victory by the North brought to a close the establishment of slavery but, in turn, opened Pandora's box. The questions and answers pertaining to economical, political, and social equality for freedmen had yet to be addressed on a practical level. The Southern states, still bitter from defeat and economic stresses, strongly rejected the societal transformations thrust upon them. The Northern states' focal point remained on the necessary political powers by which to enact constitutional amendments, therefore empowering the federal government with the capabilities to enforce the principles of equal rights. On paper, slavery was abolished, but in reality, African-Americans were once again enslaved on a ship without the security or knowledge of what the next port held for them. The Civil War had not truly ended. It was still active under the guise of Reconstruction, but now coats and flags of many colors existed, and battles were merely fought on alternate battlefields. A war of ideas lacking in substantial practicality resulted in repetitious battles being won and loss. The motivating forces that set Reconstruction into motion were for the most part the North's quest for unification among states', and the emancipation of slaves. Close to the end of the summer in this same year, the Union has made huge progress in claiming confederate lands, winning some major battles. They have put the confederacy in the defensive. They have taken over New Orleans, with even black troops major on the ground of New Orleans. They have taken Missouri and are working hard to take over the Mississippi Valley and maybe even Richmond itself. Bruce Catton puts it this way in The Civil War, “Except for guerrilla activity, Kentucky and Missouri has been swept clear of armed confederates, Western Tennessee had been reclaimed, there was a Yankee army in Cumberland Gap, another one was approaching chattanooga, and a third was sprawled out from Memphis to Corinth, preparing to splice down through Mississippi and touch hands with the Union occupation forces in Baton Rouge and New Orleans” (85) So not only that they Union had taken over regions, they are advancing as well, but they did not win the way this year for some reason. Firstly, because they did not have generals and army heads capable of taking them to victory. General Halleck, chief of the Union Armies and Pope in charge of one of the Union armies in Virginia, were major examples of this.

During the time of Reconstruction, the federal government did little to help the people of America as a whole, they concentrated on bettering African American lives and “reconstructing” the South. The focus during this time period was to protect the rights of African Americans, which had long and hard been fought for. The reconstruction era was a difficult time for the African American slaves from 1865 to 1877 because the slaves were freed and there were no jobs for them, had very little or no education, and had very limited opportunity in the south. The Civil War left a country divided not only by property lines and borders but by beliefs as well. Not just religious beliefs, moral beliefs also. It left both sides, north and south struggling, trying to figure out what their next move towards reuniting the divided America was going to be. The period following the end of the Civil War would become known as the “Reconstruction Era.” An era that raised just as many questions as it did answers. A reconstruction of America that seems to carry on many decades later.
