Like Hobbes, Locke, and Rousseau have stated, there comes a time when it is necessary for individuals to sell some of their liberties for peace, protection of property, or for the general will. When interacting with one another, people should be able to go about their business without worry of being harmed, collect fees for services or labor rendered, and coexist with other members of society. Any liberty that is in conflict with another should be limited and enforced by the sovereign. For instance, intentionally hurting someone in everyday life is a liberty that must be limited and managed by the sovereign.
