Captain America: The Winter Soldier is a movie attempting to understand the confusing and contradictory world that is modern America’s political and social order. It is a movie that is based upon the modern era and yet somehow timeless. It is a movie that is firmly rooted in the Fantasy/ Sci-Fi genre with super soldiers, flying aircraft carriers, and a bevy of comic book characters. It is also a movie which perfectly encapsulates the chaotic and bewildering nature of the war on terror and the surveillance state. Though it is a movie set entirely in the United States and primarily is focused on domestic policy, the primary conflict is one applying to foreign policy as well and this is the conflict between principles and power, between survival and ideals. Though the movie may initially seem to favor principles over power, upon a closer look the movie focuses a great deal on power and draws greatly on Realist theory for its worldview.
The axis of the movie is the reveal to Captain America that S.H.I.E.L.D., the multinational defense organization he works for, is developing the technology to launch preemptive strikes. This disturbs the physical manifestation of American values and leads him to confront S.H.I.E.L.D‘s director Nicholas J. Fury. The ensuing argument perfectly encapsulates the conflict between principles and power in post 9-11 America. Released in 1941, Captain America quickly became a popular comic with an interesting and unique plot that pitted an American hero against the Nazis. The comic was also used as a piece of propaganda. Following the comic book a long while after, Captain America: The First Avenger was then released as a movie in 2011, featuring some of the same elements from the original comic. However, there are also many differences between the comic and the movie. Some of these differences include, the plot, the symbols used and also the faction Hydra.

As I said before, when Captain America was created United States was passing though a very big moment in its history, the Vietnam War, and this was considering (for everyone) as a big threat. Currently, the world and specifically the US does not have this kind of malign situations any more.
