In American politics, public opinion is mostly a latent force that typically has no important bearing on national decision making unless citizens become unusually attentive to politics. Many citizens are uninformed, which leads to inconsistent opinions. In Tides of Consent, there are many factors that shift public opinion. Some changes are fast and responsive, such as spikes in presidential approval, and some changes are slow, and occur in increments that may be overlooked. Public opinion in American politics is meaningless individually, but aggregately, public opinion is meaningful.
While things like marriage and anti-discrimination laws have made it safer and more accepting in the mainstream for lesbian, gay, and bisexual people, the transgender community remains largely unchanged by these things. One area in particular has remained almost completely stagnant since the 1980s, medicine. Most medical professionals willing to aid transgender individuals in Hormone Replacement Therapy (HRT) and Sexual Reassignment Surgery (SRS) operate under the gatekeeper model. The gatekeeper model is loosely defined as the practice where any combination of doctors, therapists, and psychiatrists take the majority of responsibility for the diagnosing and, “treatment,” of a transgender person seeking either HRT or SRS. Under this model nearly sole responsibility falls to that group of professionals, and because of that many problems in terms of proper diagnosis, ethics, and safety have sprung up. More recently a very small amount doctors have been operating under a new model. This model, called informed consent, allows the transgender individual to take some responsibility for their treatment, and in a lot of cases subvert the massive amount of unreasonable hoops and rules the gatekeeper model has. The informed consent model of treatment for transgender individuals is the superior model by far in terms of diagnosis, safety, and ethical treatment.

The results of the study which compared authentic dissent and the devil’s advocate found that the devil’s advocate did not reach the level of the original thoughts stimulated by the authentic dissenter but in turn did stimulate a greater amount of thoughts that supported the initial viewpoint (Nemeth et al., 2001). The study also revealed with the use of the three way ANOVA a significant variance between minority authority and consistent devil’s advocate. Planned contrast revealed that the consistent devil’s advocate was disliked more than the control (Nemeth et al., 2001). While the authentic minority was only slightly disliked more than the control, these two methods did not considerably fluctuate on likability (Nemeth et al., 2001). The use of the three level ANOVA did have a noticeable change to the number of solutions found. It revealed that when using a planned contrast model the authentic minority condition generated the most solutions to the results in the study. With higher solutions than both consistent devil’s advocate condition and the control, these two did not fluctuate by much. There were few differences between authentic minority and devil’s advocate with regard to anger and excitement (Nemeth et al., 2001). In this essay I will demonstrate how within Locke’s conception, consent allows the formation of government as a single body.
