On 04/18/2016 I assisted Sgt. Patterson on a traffic stop in the 900 block of East K-53 HWY, Sumner County, Kansas. When I drove past I observed an older four door passenger vehicle stopped on the north side of the road with Sgt. Patterson's patrol vehicle behind it with emergency equipment activated. I turned around of K--53 and pulled in behind Sgt. Patterson, I activated my rear emergency lights and walked to the passenger side window of Sgt. Patterson's patrol vehicle. In the vehicle he had stopped I could see two white males sitting in the front driver and passenger seats, Sgt. After speaking with Sgt. Patterson we decided I would arrest the passenger for the warrant and he would arrest the driver for DWS. I walked up to the passenger side door of the stopped vehicle and asked the passenger who was identified as Sean Schulte to step out of the vehicle. Schulte was very cooperative, as he stepped out he said he knew he had a warrant. I had Schulte turn around and place his hand behind his back, I placed hand cuffs on both of his wrist and checked for proper fit and double locked them. I then conducted a search incident to arrest. During my search of his person I located a cell phone, wallet and a can of chewing tobacco. Schulte was then walked to the back passenger seat of my patrol vehicle, I had him sit down and I placed a seat belt on him. I asked Schulte if anything was in the vehicle that was going to hurt us when we inventoried the vehicle for impound. Schulte said nothing in the car was his, and to his knowledge nothing illegal was in the car except the empty beer cans in the back seat.
Sgt. Patterson began to inventory the vehicle on the passenger side. He imminently found a blue bag containing a dark brown substance consistent with black tar heroin. When he located that I began to search the driver side of the vehicle. I searched the driver side seat, driver side door and the back seat of the driver side. During my search I did not locate anything of interest except about 5 to 10 empty natural ice cans. Sgt. Patterson located more Hypodermic needles in the center
Upon arrival, I made contact with King, Demetrius D. DOB 02/21/89, who related he was at White Castle, so his cousin (Staples, Cierra N. DOB 08/04/85) could use the restroom. I observed a open bottle of Remy Martin on the passenger floor board of his vehicle (04' Pontiac Temp 877S801). Two (2) photos were taken on the scene and later placed into inventory. King and Staples were checked through LEADS via dispatch. The name check revealed they were clear with no wants or warrants. I made contact with Stasik, Katarzyna DOB 08/02/89, who was next to her vehicle (00' Honda IL Temp 206T552). Stasik related that she purchased Heroin at the White Castle from King. Stasik further related that she had nine bags of Heroin concealed in her pants. Stasik removed the nine bags from inside her pants and threw them on the ground. At
I notified dispatch that Officer Albert and I were out at the RSC. I parked our patrol car on the north side of the RSC and entered the north door. I heard Officer Smith on the radio say he was out with the subject near the Credit Union. I observed from across the RSC Officer J. Smith and Officer R. Faison standing next to a black male all the way by the Book Store. As I walked closer, I could see the black male with both of his hands up in the air and he was getting down on both of his knees. On 02/27/2017, I, Dillon Dickerson, badge #155, was working as a Patrol Officer for the Wichita State University Police Department (WSU PD), in Wichita, Sedgwick County, Kansas. At approximately 2300 hours during our shift briefing second shift advised we may have to do some follow up to a case they had earlier in the shift. Officer Ben Gabel #152 was the one who took the case. Officer Gabel advised there was a Battery case which happened earlier in the day. This case involved two students. Officer Gabel said there may be a male student by the name of Mekeal Simmons making contact with WSU PD. Officer Gable stated the female half of the Battery (Jessica Johnson) would be leaving campus around 0130 hours to return to Texas. Officer Gabel advised he told the female half to call WSU PD and we would come out there to make sure she was safe while she packed up her items. Officer Gable also said he was in contact with Chief Sara Morris #113 and she was aware of the case. Officer Gable said if we do have contact with the male to get a statement from him and to contact the Captains or Chief.
Upon arrival, Officer Wheeler activated his (BWC1) body worn camera which was later uploaded to evidence.com. As our patrol vehicle pulled up to St. Luke’s emergency room entrance, I viewed a male later identified as (RV1) Devinelle Lavaughn Broussard with a cellphone in his hand attempting to prevent a female, later identified as (B1) Eleasia Ashanti Fraise, from throwing a (EVD1) red brick. I next saw Fraise throw the brick at a parked (D1) silver BMW, located along the south side walk. The brick fell to the ground and Fraise went to picked it back up. Fraise picked the brick up and moved in the direction of our patrol vehicle with the brick at shoulder height. I parked the patrol vehicle and immediately got out drawing my firearm to a low ready. Case Facts: Roy Caballes was stopped for speeding by an Illinois state trooper Daniel Gillette. During the traffic stop another state trooper Craig Graham of the Illinois State Police Drug Interdiction Team, overheard the stop on the radio and showed up to the scene with a narcotics detection dog. While the first trooper was writing Roy Caballes a warning ticket for speeding the second trooper walked around Roy’s car with the narcotics detection dog. The dog alerted that it had detected narcotics at the rear end of the car which subsequently led to the state troopers searching the trunk of the car. Upon searching the trunk of the car the state troopers found a large quantity of marijuana which consequently led to the arrest of Roy Caballes. The entire incident lasted no longer than 10 minutes. Roy Caballes was convicted of a narcotics offence and was sentenced to 12 years in prison and ordered to pay a $256,136 fine.
On Thursday, July 14, 2016, at approximately 0847 hours, Patrolman David Stamets had a vehicle stopped on the 100 block of East Oak Street. Immediately after Stamets stopped the vehicle Your Affiant positioned his vehicle on the 100 block of South White Street near the Oak Street intersection facing southbound. When exiting my vehicle your Affiant observed a gold Pontiac sedan accelerating northbound on South White Street at an unsafe speed towards Stamets and your Affiant's location.
The operator, later identified as Amanda Williams, supplied her SSN, and Ohio OL number, which was verified through Leads and CPD mugshots. Both occupants were found to be blank in LEADS, and Records by officer Cramblett. Officer Cramblett returned to the vehicle and returned the passengers Ohio OL, then asked if there was anything in the vehicle he should be aware of. Mrs. Williams stated there was not and agreed to allow officer to search the vehicle. Officer Cramblett observed a black sock on the center console, inside the sock he located a used Syringe and a Spoon, used for melting and injecting Heroin. Mrs. Williams, observing the sock in officer Cramblett hand, quickly admitted that the syringe and spoon were hers. Officer Cramblett detained Mrs. Williams ,in the back seat of cruiser 9182, and issued her a Summons for Possession of a drug abuse instrument, issued her a court date and released her
On Tuesday, June 6, 2017, at approximately 2134 hours, Trooper Jason Brown, Unit 522, conducted a traffic stop at the junction of US 460 and Camargo Leevee Road in Montgomery County. Jimmy White was pulled over for driving with no headlights. When Trooper Brown made contact with Mr. White, dispatch advised Mr. White had active arrest warrants. When Trooper Brown advised Mr. White that he had active warrants and was under arrest, Mr. White began to flee on foot. Trooper Brown chased him approximately 300 feet giving him loud verbal commands to stop running. Mr. White tripped over some debris in the yard he was running through and fell to the ground. When he got back up to continue running, Trooper Brown attempted to place him in hand cuffs.
Upon my arrival I observed a white female identified as Whitney Anderson who exited her vehicle as I attempted to park my patrol unit on the side of the road. As I was exiting my patrol unit Whitney began to yelling at Darrell Anderson. As I was approaching the two subject I instructed Whitney to stop multiple times. Whitney continued to yell at Darrell therefore I started to place Whitney into hand restraints. At this time Whiney started to pull away from me and continued to yell at Darrell. On 09/18/2015, at approximately 0058 hours, West Mahanoy Township Police Officer Joshua Pastucka observed a brown convertible driving in a slow manner in front of the Shenandoah Borough Police Department. He observed the vehicle circle the Police Department twice and frequently stopping in his travel. Officer Pastucka proceeded towards the vehicle observed the operator and identified him as Robert CONRAD. Officer Pastucka is familiar with CONRAD and had prior knowledge his license and vehicle registration was suspended. When CONRAD proceeded behind the Shenandoadh Borough Police Department on the second occassion Officer Pastucka entered behind him and made contact with him. CONRAD attempted to exit his vehicle and while doing so he had a difficult time opening the door. Once out of his vehicle he had a staggered gait and stumbled into the quarter panel of his vehicle. On Tuesday, April 18, 2017 at 2141 hours, 911 Dispatched advised I, Deputy Waldschmidt needed to make contact with Virginia L. McAdams (DOB: 07-31-1932) in regards to some suspicious activity on her property. I made contact with McAdams who stated a 3rd party person told her they saw a white male leaving her abandoned property in the 800 block of East 130th Avenue North near Peck, Sumner County, Kansas. McAdams just wanted to make Deputies aware of this since she has had trouble in the past with people going on the property and stealing her belonging. The white male was described as an older male with a beard. The male was seen running from her property to his vehicle. The vehicle was described as a blue passenger car, last seen heading eastbound.
My second week at the court house was long but eye opening. I learned so much about the criminal justice system. I leaned that each procedure and each role a person play is crucial to someone life. On Tuesday, the day was short but still alarming. I came in and shadow one of the clerks as she was preparing for court. As the clerk was setting up for court I remember trying to recognize which department is what on each traffic ticket. I felt confuse, but the clerk show who was trooper, SUNY New Paltz police, and state police/ She remind that I will eventually learn who is who and how to set up for court. I felt better about what she said and I was ready for court. I notice that court will be short today because we did not have many cases. I began

I approached Taylor Jones again and read him his Constitutional rights. He agreed to speak to me. I confronted him with the preponderance of evidence against him, and he said he would talk. I asked him to cooperate and he agreed. He told me that he parked at 821 SE 9th Ct. at approximately 3:30 a.m. and he walked over to 820 SE 9th Ct. He opened the door on the black Silverado truck and took the tool bags, the ammo boxes along with other loose items that were in the truck. He brought them over to the car and placed them inside his car. He attempted to leave and could not because he could not find his keys. He admitted to using opiates that night and relating it to, him falling asleep instead of leaving.
