This paper will discuss the criminal justice systems of the United States of America and the Republic of China. While comparing and contrasting the nuances of these systems one should base his facts with the premise that both have been instituted in their respective countries in the attempt to primarily curb the proliferation of crime, proceed to apprehend offenders and act to deter potential offenders. The criminal justice systems in both the countries make use of a court system, police enforcement establishments and correctional facilities. However, the similarity falls short of the radical differences which are rooted in ideologically opposing government structures.

Part one crimes are the eight most serious offenses, which is murder, rape, assault, robbery, burglary, arson, larceny, and motor vehicle theft. Part two crimes are all other crimes except the ones in part one. They also include drug offenses, sex crimes, and vandalism. The UCR is a large database that stores all the information of the crimes that are reported and arrests made each year in the USA. The method used to get the information to the FBI is complex. Each month a law enforcement agencies report the count of part one crimes. The advantage of UCR is that people can see what kinds of crimes happen in a specific area. The disadvantage of UCR is that many of the serious crimes are not reported because the victims think that the crime is unimportant, they don’t trust the police, or involved in something illegal during the time of the crime.

The UCR makes monthly reports on Part 1 crimes (or the serious offenses) and Part 2 crimes (anything that isn’t a traffic violation or a Part 1 crime) that were reported to the police and the number of arrests made. My reason as to why I feel this way is because the court system does not treat a prisoner that has been convicted of committing a high risk or low risk crime as not guilty. The purpose of this paper is to make others aware of the vast inequalities in our justice system, Memphis & Shelby County conclusively. I pose the question, are the current programs effective, or are the politicians and judicial system talking loud, but doing nothing? I gathered this information from Shelby County, TN. After closely reading it, I still was not convinced that the system treats/punishes black youths the same as white.

Even though there may be changes of crime statistics, but not changes in the crime rate; that is because crime can be measured in numerous ways.
