Critique: Quantitative Research and Black Males

In her article, On the Run: Wanted Men in a Philadelphia Ghetto (2009), sociologist Alice Goffman uses data collected from her six year ethnographic study to explain how incarceration and threat of incarceration impacts daily life within a Philadelphia neighborhood. Her work focuses primarily on how policing and supervision in the neighborhood, referred to primarily as Sixth Street, impacts the lives of its poor Black residents. Gossman focused on the many men in the community that had warrants out for “minor infractions” including failing to pay court fees or breaking curfew, and the daily struggles they faced while trying to avoid identification and imprisonment. Using evaluation guidelines from Creswell (2013) and Anderson (2010), I have provided a critical review of Goffman’s research methodology and practices. I have highlighted many major flaws in her work, yet I have also recognized the promising advancements to sociological understandings that could come from her findings.

Over the years, our generations’ stereotypical views over the issue on young black males being viewed as dangerous has grown significantly. There are different reasons why these stereotypes occur in our society. People feel on edge when running into them in dark passageways, whenever it’s late at night. Also, while they’re sitting at red lights and notice someone walking towards their cars, they instantly initiate down the door locks. People think stereotyping black men this way keeps them safer because they assume the worst. However; other people disagree with instantly judging who they see around them, it hurts more people as well as themselves by viewing black men this way. Brent Staples, the author of “Black Men and Public Spaces,” claims that he’s considered a stereotypical black criminal. In his essay, Staples succeeds because he successfully appeals to people’s emotions, is an expert on human behavior, creates common ground and offers a logical solution.

Alexander’s main premises focuses on the large majority of African American men imprisoned today, as she reflects on the direct result of it that “young black men today may be just as likely to suffer discrimination in employment, housing, public benefits. And jury service as a black man in the Jim Crow era- discrimination that is perfectly legal, because it is based on one’s criminal record.” (Alexander, 181) Alexander points out not only how a significant portion of black men are ending up in prison, but how when released they face discrimination because of their criminal record making them unable to rehabilitate their lives and putting them back into the ghetto. Discrimination is a main factor which puts people of color in the penal system, and a main factor which when getting out keeps them from changing their lifestyle for the better.

The history of Jim Crow is a story of white power, but it is also a story of black survival and resilience. The Jim Crow era lasted nearly a century because of the federal government and there is still work to be done today. The New Jim Crow: Mass Incarceration in the Age of Colorblindness, by Michelle Alexander, is a book about the discrimination of African Americans in today 's society. One of Alexander 's main points is the War on Drugs and how young African American males are targeted and arrested due to racial profiling. Racial profiling, discrimination, and segregation is not as popular as it used to be during the Civil War, however, Michelle Alexander digs deeper, revealing the truth about our government and the racial scandal in the prison systems. The term mass incarceration refers to not only to the criminal justice system but also to the larger web of laws, rules, policies, and customs that control the labeled criminals both in and out of prison today. The future of the black community itself may depend on the willingness of those who care about racial justice to re-examine their basic assumptions about the role of the criminal justice system in our society.

Although we would like to believe the world is not as racially charged in 2013 as it was in the 1960s, a look in our penal system would show that minorities are still arrested and incarcerated at a higher rate than whites. The United States has experienced a rise in its prison population over the last 40 years and our incarceration rate is nearly 5 times higher than any other country. Even though 13% of the US population are African American males, they make up 38% of the prison population. Contributing factors to these numbers are mandatory minimum sentences, high crime and poverty areas, and lack of rehabilitative resources within our system (p.77-78).

The trend of African American males between the ages of 25 and 29 has seen a dramatic increase of incarceration. Attention has been focusing on areas of housing, education, and healthcare but the most prominent problem for African American males is the increase in the incarceration rate. African American males between the ages of 25 and 29 incarceration rate has been thought, by many, to be caused by economic factors such as under employment or unemployment, poor housing, lack of education, and lack of healthcare. Yet, others believe it is due to the imbalance of minorities within the criminal justice system, such as judges, lawyers, and lawmakers.

Recent sociological studies have focused on pressing social issues such as urban crime and mass incarceration, and examining the invisible link between urban crime, poverty and race. Research indicates that mass incarceration has always worked to the detriment of African Americans, especially the low-income earners (Western, 2006). The aftermath of this trend is that the employment prospects of former felons are significantly diminished (Pager, 2007). Felon disfranchisement in turn distorts the local and national politics of the county (Uggen, 2006). This paper focuses on addressing the contemporary trends and ramifications of mass incarceration of African Americans, and elucidating on the criminal justice policy and the factors contributing to the intangible but real racial divide.

America has the largest justice system in the world. America also has the highest incarceration rate with over 2 million people in prison. African Americans account for approximately 40 percent of those inmates. Why is the incarceration rate so high for young black males? By examining the data and demographics, and the causes and consequences a greater understanding will be gained as to why these disparities exist.

There are large racial disparities in incarceration and related detainments for African Americans. They are more likely to be under the supervision of the Department of Corrections than any other racial or ethnic group (H.West, Sabol, & Greenman, 2010). Institutional racism is believed to be the reason why African Americans, especially males, are disproportionately represented in the criminal justice system. On balance, the public believes that discrimination against black people is based on the prejudice of the individual person, correlates to the discrimination built into the nation’s laws and institutions (Pew’s Research Center, 2017). This belief is actually supported through several experimental studies that provide evidence that African Americans are to be seen as more criminal and threatening than others thus more likely to be arrested or even shot (Greenwald, Oakes, & Hoffman, 2003). Racism within the criminal justice system very much exists and is still relevant.

The past quarter century has seen an enormous growth in the American incarceration rate. Importantly, some scholars have suggested that the rate of prison growth has little to do with the theme of crime itself, but it is the end result of particular U.S. policy choices. Clear (2007) posits that "these policy choices have had well-defined implications for the way prison populations have come to replicate a concentrated occurrence among specified subgroups in the United States population in particular young black men from deprived communities" (p. 49).

African Americans are targeted by law enforcement more often than any other race (Toth, Crews & Burton, 2008). Because of this the term racial profiling was created to explain the process of targeting people for criminal activity because of race not evidence (Toth et al, 2008). African Americans are over represented in the criminal justice system based on their population amount compared to whites (Toth et al, 2008). African American males are incarcerated at a rate 9 times that of white males in most states, in others that number may be as high as 12 to 26 times more (Toth et al, 2008). Nationwide statistics show in most states 1 in 20 over the age of 18 are in prison, while 5 other states report 1 in 13 or 14 compared to the 1 in 180

African-Americans are more likely than others to have social histories that include poverty, exposure to neighborhood violence, and exposure to crime-prone role models. For example, African-American children with no prior admissions to the juvenile justice system were six times more likely to be incarcerated in a public facility than white children with the same background that were charged with the same offense. A major study sponsored by the Department of Justice in the early 1980s noted that juvenile justice system processing appears to be counterproductive, placing minority children at a disproportionately greater risk of subsequent incarceration (Deadly Statistics: A Survey of Crime and Punishment, 2000). This writer?s grandmother retired after more than thirty years as a welfare social worker for Los Angeles County. She has stated on more than occasion that the government is the main reason that most black men are in jail awaiting the death penalty today. In the sixties and early seventies, she says that women on welfare were not allowed to have men in the home, even the father of the children. These fatherless generations of men seem more prone to crime,

“The United States imprisons a larger percentage of its black population than South Africa did at the height of apartheid. In Washington, D.C., our nation’s capitol, it is estimated that three out of four young black men (and nearly all those in the poorest neighborhoods) can expect to serve time in prison” (Alexander, 2012). The numbers tell the story better than words can: black people are more likely to go to prison than any other race in the United States, shown by the fact that more than 60% of the prison population is composed of people of color (The Sentencing Project, 2016). These statistics can be traced back to several different cause, including the Era of Jim Crow and the War on Drugs, both of which led to higher policing in minority areas.

Alice Goffman has done the research for men incarcerated in the United States, focusing on black men from poor communities, which little education. Such discrimination leads to blacks not being able to get jobs, afford a healthy lifestyle, and support their family. Alice has examined that police are patrolling poor neighborhoods because of the high crime rate blacks have in cities, including Philadelphia, New York City, and Chicago. She has done her research to examine why blacks are fearing the police. This research was expanded over six years to see the honest truth of discrimination. Alice was friendly with men and women of color to understand their point of view and to see what it was like to live in their shoes. The arrests being made in 2006 have a positive correlation with a number of officers patrolling the streets. This is due to police having to meet rising quotas of UF-250 forms, the zero-tolerance policy, and to make communities feel safe. The UF-250 form was required to be filled out by officers when doing a stop and frisk to ensure they were following correct protocol. The zero-tolerance policy was carried out to treat all crimes extremely serious and dangerous. The increase in officers did the opposite of making the

Black males have always had a negative portrayal in both society and in the media. This entire unit focused on both the portrayals of black males and females and showed how drastically they differed from the portrayal of a white male or white female. In an interview with brothers Reginald and Warrington Hudlin, Reginald stated that his hometown East St. Louis, Illinois was “the blackest city in America… It’s a fascinating place because it has a heavy profile of poverty and crime.” From Reginald’s statement, we can see there is a clear association between the presence of blacks, the poverty rate and the crime rate.
