The emergency operations plan will assign specific city agencies within the jurisdiction orders and responsibilities they must take on during an emergency. Each of their tasks will be clearly explained and will be assigned to that specific department or agency so they will have the capability to perform them accordingly. As well as the type of assistance will be needed from the state, North Carolina, surrounding countries, federal government, and private entities. The emergency operations plan will include and prepare the cities agencies and departments that will be needed in an emergency crisis. Homeland Security, law enforcement agencies, the fire department, emergency medical services agencies, and hospitals will be the main agencies and departments on scene, each …show more content…
Assistance from the state, National Guard, organizations, and private entities provided to the city, simply are expected to give additional efforts to the affected areas in an organized and effective response to cover the cities insufficient resources. Their assistance will not replace reassurance provided by the cities departments. This emergency plan operations assigns each agency and department to specific duties during an emergency but each must be aware and understand terrorist tactics and thoughts. Be aware that terrorists generally target important infrastructures, public events, transportations, and individuals or groups. Their attacks generally include acts that involve shootings, bombings, or the use of chemicals or biological agents. Terrorist attacks can happen at multiple locations within a certain radius and explosives may be detonated again after emergency responders arrive to injure them as well. Having some knowledge on terrorists and their tactics will prevent more causalities to civilians and those assigned to specific duties during
Local protective measure planning equips first responders with the knowledge needed to organize efficient response results in the event of an emergency. Structured open dialogue between local emergency jurisdictions enables responders to delegate the appropriate individuals and equipment resources to the impacted local areas requiring the most aid following a terror event. By establishing a streamlined communication framework, local emergency responders can collaborate their efforts and resources to promote collective well-being. When a local emergency plan specifies what responders and resources belong where and at what time, response overlap and shortages can be avoided. Unionized response action established prior to a terrorist incident, serves to mitigate the risks, hazards and threat of injury or harm the people and property of the US face when a terrorism event occurs. Furthermore, a structured local emergency operations plan for a hazardous materials incident involving a terrorist is imperative to public health and safety, as the blueprint outlines protective measures the public can follow to minimize their exposure to dangerous substances. The people of a community affected by a terror event can be warned and notified of the event’s associated dangerous materials, which threaten their well-being, through a variety of methods such as warning sirens or horns, emergency alert systems, automated
People who have lost everything and potential risk going hungry while grieving would need their basic needs meet first. For someone who has a home one day and then has nothing would need to have a stable place to lay their head down and keep their family safe. A community who has suffered a huge loss will need support getting back on track which would take time. This could increase ones emotional reactivity because they do not know what they are going to do in the time begin about their basic need. When someone’s basic needs are not met then their emotional suffering like PTSD, anxiety and depression can last longer. Once a person basic needs are met then they are start to work on their mental health concerns. One article pointed out that we need to take in account a
The National Response Framework is a guide designed to assist local, State, and Federal governments in developing functional capabilities and identifying resources based on hazard identification and risk assessment. It outlines the operating structure and identifies key roles and responsibilities. It established a framework to identify capabilities based on resources and the current situation no matter the size or scale. It integrates organizational structures and standardizes how the Nation at all levels plans to react to incidents. The suspected terrorist attack will have health, economic, social, environment and political long-term effects for my community. This is why it is essential that local government’s
This paper analyzes Chicago Universities Emergency Operations Plan (EOP) (Chicago State University Emergency Operations Plan, 2011). The paper found that the EOP was a comprehensive crisis management plan and is in line with FEMA's NIMS. The paper specifically found the following features about Chicago's EOP:
It is extremely important to understand the steps to prepare for countering and responding to a terrorist attack to protect US National Security and the health and safety of people and property within. But first we must understand four key terms, preparedness, response, recovery and terrorism in order to adequately understanding the steps in countering and responding to an event. Preparedness involves activities undertaken in the short term before disaster strikes that enhance the readiness of organizations and communities to respond effectively. Response activities are undertaken immediately following a disaster to provide emergency assistance to victims. Recovery includes short- and long-term activities undertaken after a disaster that are
The Saint Louis County emergency Operations plan has the fundamental mission of establishing the emergency guidelines for the County and other offices to follow during a major incident or disaster situation ("St Louis County BEOP," 2013). It includes all requirements for request for assistance and informs at all levels what their responsibilities are during a response incident. The plan was designed to address all hazards that affect the county and everyone that lives in it. This is a plan that does not limit the individual response efforts of the various entities that are involved on responding to any hazard situation. The Plan is designed to provide the general frame work but allows for the innovative measures to be
-At the level of the immediate impact activities, Emergency Operations Centers (EOC) and Command Posts could be activated. The focus of the emergency management team would fall on saving lives and protecting the property of the district. Additionally, they would engage in any type of activities that protected the district and
I am in the military so I would have to say that not only do we operate in a constant emergency response plan, I believe it is a very effective response plan. While the legality in my situation may differ slightly from a civilian counterpart, I argue, it’s not as different as one may think. Sure, we operate under a separate legal system called the United States Code of Military Justice (UCMJ). In reality, the UCMJ does not differ much from regular United States Code. Furthermore, according to Jones, S. (2013), “the UCMJ ensures that service members have more protections than civilians in many ways, including rights of advisement and the pretrial investigation process”. So any argument of “you’re in the military so you have to do whatever they tell you anyway” can be thrown out for the rest of this article.
The final stage in the emergency management program developed and implemented by the Los Angeles Unified School District is represented by the recovery. This phase occurs in the aftermath of the crisis situation and it is focused on helping the community to be restored to the standards that were existent before the emergency, or even higher standards, if this is a possibility.
The Emergency Communications Plan (ECP) is intended to outline guidelines for quickly communicating with Lindenhurst and Lake County Illinois community, community partners and external stakeholders during an emergency. This plan is an addendum to the Lindenhurst IL Emergency Management Plan.
Disasters of varying degree, natural or manmade, can happen at any time in any area. It is imperative that the necessary emergency preparedness plans are in place and responders are properly trained. While disasters can take on a variety of forms, the plan should be inclusive of all possible threats in the surrounding areas. Public safety and healthcare providers must work together to ensure that they have a cohesive plan of action. They must plan how resources will be delegated as soon as an emergency is announced. Disasters are inevitable but planning reduces panic and confusion, which allows response personnel to react accordingly.
Emergency management faces many challenges in today’s modern society. In the years prior to 9/11 emergency management was primarily focused on natural disasters. That has since changed; we now face a diverse variety of risks and hazards on a constant basis. As we continue to grow in population current and newer have compounded into more problems that emergency planner must face and find solutions for.
Terrorist incidents causes consequences that has an unimaginable and everlasting effect on emergency responders, citizens, communities, and countries. Emergency responders face terrorist incidents exposing them to chemical agents, biological agents, nuclear/radiological agents, explosive devices, or a combination of the agents. Some other risks emergency responders encounter with terrorist incidents are small explosive devices, suicide bombers, infrastructure attacks, and cyber terrorism (CT2Learn: Managing the Emergency Consequences of Terrorist Incidents, July 2002). Emergency responders put their lives on the line for the citizens, communities,
The Planning Phase of a contingency plan is created to minimize loss and to ensure that a business critical infrastructure can continue normal operations in the event of a disaster. According to The NIST a contingency planning refers to interim measures to recover information system services after a disruption (Swanson et al. 2010, p. ES-1). Prior to creating a plan several question should be address.
Disasters, whether natural or manmade, can happen anytime and anywhere, without warning. An earthquake, hurricane, tornado, fire, or hazardous material spill or even an act of terrorism can happen
