Ethics is an important characteristic to have in today’s society; many people lack ethics or lack the understanding of what ethics is. It can play a valuable role in your everyday lives and activities. Ethics is a culture where people can distinguish right from wrong and make knowledgeable decisions based on the fact and not a personal belief. Public administration ethics is described as the representative’s administrator’s duty to the public to make considerate decisions based on the information that is provided for the public that he/she represents. These decisions should be made based on what the public that they represent views as correct. Ethics is usually what is right in the eye of the beholder or the one making the decision. A well known ethical theorist, Terry L. Cooper has suggested, the public administration literature over the past three decades generally has reported on administrative ethics using one of at least five theoretical approaches: (1) ethics as virtue; (2) ethics as regime values, constitutional theory, and founding thought; (3) ethics as citizenship; (4) ethics as social equity; or (5) ethics as the public interest, (Martinez, 2009). These five theoretical approaches is used to guide public administers into making ethical decisions that affect the individuals they represent. This paper is going to discuss Ethics and Ethical Theories. It will include an introduction to ethical theories, virtue ethics, and care ethics. There will be sections discussing absolutism versus relativism, consequentialism versus deontological ethics, and lastly, free will versus determinism. It will also include a discussion about the study of morality and identify which of the approaches (Scientific, Philosophical, or Theological/Religious) are closest to my own personal beliefs. In chapter 2 of the Ethics Primer Svara discusses many important ideas. Some of these included the importance of people who work for the government doing their civic duty , 3 types of ethical reasonings brought up by a student, and Lawrence Kholbergs model of moral judgement. In the book Svara brings up how people in certain roles have a job to do. They must meet the expectations expected of them or they aren’t serving the public in a full capacity. As you read on the 3 types of ethical reasonings are discussed. They are virtue, principle, and to be a public employee. This student I feel has a pretty spot on idea of how people should act. Honesty and following the law are just things ethically sound people should be doing. It doesn't take a genious to understand right from wrong. Finally a major point of the chapter discussed Lawrence Kohlberg and his model of moral judgement. “Lawrence kholberg (1981) offers a model of moral judgement to help understand how the capacity for ethical reasoning develops and explains the motives for acting at different stages of development”.(23) More specifically he gives the six stages of maturity children go through. Those thought to be ethical or moral are described in terms of their values in regards to honesty, integrity and good character. Our ethical conduct originates from our values which are greatly influenced by our morals; they provide guidance and are our standard for the ways in which we carry out and view right and wrong decisions. For these reasons, personal ethics are said to be our foundation and, as such, often influence how we administer ethical codes of conduct in our personal lives, and the ways in which we carry out our organizational duties. The normative foundations of public service ethics are those standards used to justify and defend one’s conduct, i.e. reasoning about obligations, consequences and ultimate ends in specific situations. In addition to personal codes of conduct, leadership in the public sector requires the ability to apply ethical reasoning based on formal controls and technical standards.
The roll of ethics in public administration is based on the administration; administrators should be value-free when they implement public policy. I will discuss why ethics should be based on the administration and, why it should not be based on each individual worker in the administration. I will discuss Weber’s stance on values in bureaucratic organizations, what Macintyre suggests, and what Hummel and Goodsell would conclude about values in public administration. Most people do not understand what an administration deals with everyday on an individual basis. They might think that an administration is supposed to make the best ethical choices, but that is not the case. People who are outside the administration might think that administrators are supposed to use everyday values when implementing policy, but that is also not the case.

It is important that managers adhere to ethical principles that will guide them in making appropriate and ethical decisions for the company. Thus, Roger Berg, being Vice-President of Planning at The Lake Corporation plays a significant role in the company in ensuring that decisions are made without tarnishing management ethics. He must face and weather through the challenges caused by other sources that could put him in ethical dilemma situations and push him to render management decisions violating ethics.
Virtue ethics is a normative theory whose foundations were laid by Aristotle. This theory approaches normative ethics in substantially different ways than consequentialist and deontological theories. In this essay, I will contrast and compare virtue ethics to utilitarianism, ethical egoism, and Kantianism to demonstrate these differences. There is one fundamental aspect of virtue ethics that sets it apart from the other theories I will discuss. For the sake of brevity and to avoid redundancy, I will address it separately. This is the fundamental difference between acting ethically within utilitarianism, egoism, and Kantianism. And being ethical within virtue ethics. The other theories seek to define the ethics of actions while virtue ethics does not judge actions in any way. The other theories deal with how we should act, while virtue ethics determines how we should be.

Ethics and virtue have been a very contentious issue facing society for centuries. Many argue over the merits of various theories, each with its own philosophies and assumptions. It is this argument that has given rise to many popular and followed theories of ethics and virtues. The theories discussed primarily in this document include the virtue theory, utilitarianism, and deontological theory. Each is very distinct to the others in regards to its principles and assumptions regarding human behavior. Each however, has merit in regards to question of ethics and virtue, and how it should subsequently be valued.
Virtue Ethics is neither deontological nor teleological, since it is concerned with neither duty nor consequences, but rather the state of the person acting. Aristotle believed that once you are good, good actions will necessarily follow, and this belief is at the centre of Virtue Ethics. Rather than defining good actions, Virtue Ethics looks at good people and the qualities that make them good. The non-normative theory, although very effective in determining the morality of individuals, is particularly flawed when applied to whole societies. This weakness is largely due to its imprecision and abstraction; however, before these weaknesses can be considered, it is necessary to give an account of the theory itself.

Due to the involvement of human life, an industry like healthcare holds ethics in highest regard. Even though these healthcare practitioners are highly trained to deal with issues of these kinds, their decisions can sometimes have a lasting impact on their professional and personal lives (Edwards 2009).
