[When an offenders case comes to a close there can be several reasons. In some cases the offender has completed there term of supervision, others violate their terms of probation and are incarcerated as a result, and still others leave supervision on their own without completing their probation. When an offender terminates supervision in good standing there are protocols which should be followed in order to end supervision successfully with the best possibility for continued growth of the offender. A case manager at a Massachusetts facility was asked “what is the goal of the program?” the staff 's responses transcended duties and roles as represented by this quote: “... to reintegrate criminal female offenders back into society, first and foremost to protect the public" (Mastrorilli, 2014). Before Termination [Therefore, case managers who are terminating a case with an offender should be sure to address the matter of termination several weeks before the case comes to a close. The manager should meet with the offender and discuss the end of supervision. They need to assess the feelings the client has about the end of supervision and make sure they are able to process the change. The manager should determine if the offender needs any continued services and how prepared they are for the loss of support they had on supervision. The more independence the client has developed the better they will do in the community without case management. It is possible that the offender will
Community corrections is continually changing and has been for the past one hundred years. From the early to mid-twentieth century onward it has used three major models, the medical model, community model, and the crime control model. The major turning point for the American community corrections system that led to corrections as we know it today was in 1974 when What Works? - Questions and Answers About Prison Reform by Martinson was published. The system changed practically overnight across the nation. The notion of rehabilitating offenders was dismissed and a more punitive “lock them up and throw away the key” mentality took over. Presently the corrections system is still working in the crime control model, but professionals are trying to restructure how we deal with criminal offenders during and after incarceration. The difficulty in the restructuring is finding the balance between punishing criminal offenders proportionate to their crime, but also rehabilitating them to be productive members of society once they are released so that they do not recidivate.
For numerous years, prison officials applied the same type of treatment for men and women. In the last decade with the increasing number of women incarcerated, research shows that women have different physical and emotional needs. For example, women are more attached to their children that they are leaving behind, and some have histories of physical and mental abuse. The creation of two programs, Key Crest and Forever Free were created to help with women specific issues. Recent studies done by National Institute of Justice studies found that participants in these two programs stayed drug and arrest free for over three years. Participants were tested and interviewed once a year for three years. The studies also showed that the programs provided aftercare and treatment in areas that were not addressed in previous years. Even though both varied in their approach, they both recognized the many ways there were to treat the needs of women and how they differ from men. The studies also show that gender specific programs do help inmates reenter into society.

Case managers are involved with juveniles from the moment they enter the system until they complete probation and/or parole. In addition, they conduct detention screenings and intake interviews, complete risk/needs assessments, and make recommendations to the family court judges regarding case disposition. They also coordinate case diversion and supervise
There have been many studies conducted that examine ways in which the juvenile justice system responds to female offenders. Historically juvenile female offenders have been treated under status offense jurisdiction (Zahn et al., 2010, p. 10). United States Courts would exercise the principle of “parens patriae” to place the female in detention as a form of punishment for misbehavior (Sherman, 2012, pp. 1589-1590). This principle also remains prevalent as it pertains to how the juvenile justice system currently responds to juvenile female offenders.
Very little work has focused on studying recidivism by offenders after punishment and how prevention measures may improve recidivism rates and affect cooperation. “National recidivism rates are at an estimated amount of 73% and of the whole jail population 42.5% are women” (Berenji, 2014, p.131). As you can see about half of the inhabitants of the jails are women; so recidivism is an ongoing issue that needs to be solved. Recidivism is a growing distress in the U.S today, not only with men but women as well. Not many studies have been steered towards women reverting back to crime as there are men, but it is a concern. It is no secret that the United States’ criminal justice system is majorly flawed in more ways than one. We hear of all of the injustice that many civilians face on a day to day basis, which mostly surrounds the problems related to men, but what about women? Why don’t we hear about the tribulations and sufferings that our women undergo on a day to day basis within our criminal justice system? As mentioned in an article from the American Jail Association, investigation in fields ranging from subjects of general and mental health, substance abuse and addiction relating to drugs and prescriptions, and physical violence against women combined with examination and practice in the criminal justice field, have discovered that women offenders experience challenges that are not only different from their male counterparts, but also greatly influence their involvement in criminal justice systems, including jails and prisons (Ney, 2014). This information alone provides a basis to why imprisoned women should be more of a topic. This literature review will examine the several ways in which women who are incarcerated experience emotional trauma; and in some ways, abuse. My hypothesis is that most of the trauma encountered by incarcerated women majorly branches from preceding events and occurrences that happened prior to becoming imprisoned, and that they worsen as a result of improper treatment and resources within
Once the client’s needs have been established and the resources have been located the case manager must constantly review the progress of the client and determine if continuing case management service is needed. Terminating the relationship is never an easy process; the case manager must carefully create a termination process depending on the client’s level of dependence in him or her. If a client is heavily dependent on the support of the case manager, the need for a gradual decrease in the amount of contact with the client may need to occur before termination.
There are several steps to the criminal justice system, one of them is Probation; a program where the offender’s freedom is limited; usually they have a curfew, and have limits on the things they do. Probations Officers are a huge factor in getting the juvenile offender back on the right track following their sentence. One of the problems with probation is that rather than helping the offenders, sometimes it can hurt them. Some scholars argue that the officers do not take the juveniles, specifically females, seriously when it comes to referring them to receive mental health treatment. In contrast, other scholars argue that Probation Officers are the key to connecting the offenders with mental health care. I will begin by talking about how the gender of the juvenile contributes to the unjust treatment of juveniles on probation, then I will talk about probation officers as “the problem,” and lastly I will talk about a solution. I will conclude by stating my research question and making some contributions as to what can be done to build a stronger relationship between the offenders and the probation officers.
The Criminal Justice System has undergone numerous, yet significant, changes within the last century. In fact, current research reflects the progressive movement from one of rehabilitation to that of punishment and retribution. Such transition reflects issues pertaining to the management and supervision and treatment of offenders. This study will, therefore, consider and evaluate dilemmas within the Criminal Justice System, as well as, issues that have transpired while trying to reduce crime through punishment. Furthermore, the Criminal Justice System will be discussed through a law perspective regarding supervision and management in order to understand the current challenges and issues involving crime.
Facilities and workers in the juvenile justice system are not designed or trained to address these gender-specific problems. Not only does the juvenile justice system not address the root causes of the delinquent behavior, but many girls often feel re-traumatized from the status offender system, especially runaway girls (Godsoe, 2014).
The community supervision population (including probationers and parolees, down 1.5%) and the incarcerated population (including local jail inmates and federal and state prisoners, down 1.3%) decreased at about the same rate in 2011. (Glaze and Parks 2012, p. 1) Both the correctional population and community supervision (probation and parole) dropped for three years in a row. Another conclusion that can be drawn from the reports are that the decrease in probation and the decline in correctional population
Both jail and prison offer some type of early released programs, in this case probation and parole will briefly be discussed. Probation is a prison sentence that is suspended on the condition that the offender follow certain prescribed rules and commit no further crime (Seiter, 2008). Parole is similar to probation except that it is after a period of incarceration, which involved determinate and indeterminate sentencing (Seiter, 2008). The other types of prison sentencing include mandatory minimums, three-strike laws, and truth-in-sentencing (Wilson, 2001). The only difference is that a parole board allows convicts to serve the remainder of their term in society under supervision and strict limitations (Wilson, 2001). In summary both jails and prisons should strive to provide as much educational, health, and counseling opportunities as possible to reduce the likelihood of recidivism. Statistics show that the number of female offenders in the legal system has been increasing steadily. The number of female offenders entering the American justice system is growing at a rate faster than males. Statistics from the United States in 2010 show the female offender population to be increasing by 2.7% each year, compared to the male population at a rate of 1.8% each year, with similar statistics being seen in other Western countries (West & Sabol, 2010). The continued increase has made understanding female offenders and their catalysts for committing crime more imperative.
