For many years, drugs have been the center of crime and the criminal justice system in the United States. Due to this widespread epidemic, President Richard Nixon declared the “War on Drugs” in 1971 with a campaign that promoted the prohibition of illicit substances and implemented policies to discourage the overall production, distribution, and consumption. The War on Drugs and the U.S. drug policy has experienced the most significant and complex challenges between criminal law and the values of today’s society. With implemented drug polices becoming much harsher over the years in order to reduce the overall misuse and abuse of drugs and a expanded federal budget, it has sparked a nation wide debate whether or not they have created more harm than good. When looking at the negative consequences of these policies not only has billions of dollars gone to waste, but the United States has also seen public health issues, mass incarceration, and violent drug related crime within the black market in which feeds our global demands and economy. With this failed approach for drug prohibition, there continues to be an increase in the overall production of illicit substances, high rate of violence, and an unfavorable impact to our nation.

In the essay “America’s Unjust Drug War” by Michael Huemer, Huemer discusses the facts and opinions around the subject on whether or not the recreational use of drugs should be banned by law. Huemer believes that the American government should not prohibit the use of drugs. He brings up the point on drugs and how they harm the users and the people in the user’s life; he proves that the prohibition on drugs in unjust. Huemer believes that drug prohibition is an injustice to Americans’ natural rights and questions why people can persucute those who do drugs.

Dangerous illegal drugs have plagued American citizens and their youth for as long as the country has been in existence. These harmful drugs are not only responsible for countless amounts of deaths, but the corruption of the American society in general. All too many times have these drugs been blamed for insanity, racism, rebellion, and straight up violence. Children, starting as early as elementary school, are being educated on substance abuse. As of 2013, Drug Abuse Resistance Education, D.A.R.E., administers a school-based substance abuse, gang, and violence prevention program in 75 percent of the United States school districts. Since 1983, 70,000 police officers have taught the D.A.R.E. program to approximately 114 million elementary through high school students in the United States alone ("Is the D.A.R.E. Program Good for America's Kids K-12?"). This program is aimed at preventing drug use in elementary, middle, and high school students. A needle-exchange program implicitly encourages the exact opposite message, condoning immoral and illicit behavior. Governments should focus on discouraging drug use, providing more productive treatment for recovery, and punishing drug users instead of supplying the materials to continue their addiction. Young children have the potential to take more risks and must receive a clear message on drugs, which should coincide with the no tolerance policy they are being taught in school with implementation of the D.A.R.E. program. A needle-exchange program is more of a hopeful harm reduction campaign that sends the wrong message to young children and society as a whole. In Russia almost 6 percent of the total population, which is about 8.5 million people are drug addicts, or regular users. Russia has also become increasingly involved in the trafficking of drugs. In comparison Mexico has been one of the largest marketplaces for drugs, and has been a major producer and exporter of marijuana and heroine. In order to further better their countries, Russia and Mexico have implemented certain policies to restrict, outlaw, or limit drugs and the trafficking of them. This paper is going to compare Russia’s and Mexico’s policies on drugs, it will explore the history and background of both countries policies, the effectiveness of each of the countries policies, and will compare the two countries policies. In this comparison we will discover which country if any has had a more effective policy on drugs.

As a major policy issue in the United States, the War on Drugs has been one of the most monumental failures on modern record. The current policy in use by the United States concerning illegal drugs is both outdated and unfair. This so-called war on drugs is a deeply rooted campaign of prohibition and unfair sentencing that is very controversial and has been debated for many years. The war on drugs is designed so that it will never end. This current drug was has very little impact on the overall supply of prohibited drugs and its impact on demand seems non-existent. United States’ taxpayers are spending billions of dollars on this failure of policy. They are spending billions to incarcerate drug users instead offering drug treatment which could help lower demand. Legalizing illicit would lower abuse and deaths from use and could have a positive economic impact on the United States. Certain industries are making massive sums of money by capitalizing on the drug war.

The Drug Abuse Resistance Education program known as D.A.R.E has become a very widespread and popular program throughout the United States. The program appeals to all ethnic, racial, and socioeconomic lines, which is a large part of the reason why the DARE program has grown exponentially. The program’s basic premise was meant to introduce kids to the danger of drugs, before the drugs got to them. The implementation of the DARE program appeared to be what America needed to begin to put a dent in the war on drugs.

The War on Drugs, like the war on Terrorism, is a war that America may not be able to afford to win. For over forty years the United States has been fighting the War on Drugs and there is no end in sight. It has turned into a war that is about politics and economics rather than about drugs and criminals. Since the early 1960’s there have been an alarming increase in drug use in the United States in 1962, four million Americans had tried an illegal drug. By 1999, that number had risen to a staggering 88.7 million, according to the 1999 National Household Survey on Drug Abuse.
