PRO: The act changed the frequency of testing. CON: The government did not make any use of the results.
• Minimum competency testing: Required students to pass a test before graduating from college. PRO: This required to students to demonstrate some realm of knowledge. CON: The testing failed to prove that the student had adequate preparation in regards to time and the need to require more than the minimum levels of performance.
• A nation at risk: PRO: This decade utilized the test results for accountability. They placed pressure on school administration and staff to increase the scores. CON: After the test taking was saturated, teachers began to teach to the test by teaching the norms and reusing the exact same test which began to raise questions of testing credibility.
• Standards-Based Reform: This reform included the adoption of state standards, different methods of assessment, while passing some accountability to students and mandating schools to include all students. PRO: established a clear understanding of what needed to be taught from state to state and mandated schools to accommodate students with different first languages and disabilities. CON: Teachers are not always familiar with the accommodations needed in regards to assessment to assist students with documented
