Chapter 1 1.1 Introduction: Being the biggest contributor to the country's foreign exchange- around 76 percent- and employing around 2.2 million people, 80 percent of them women, the importance of nurturing a sector as vibrant and thriving as the garments industry, cannot be emphasized enough. With export of Ready Made Garments (RMG) reaching 9.2 billion in 2007 and predictions of it rising to 12 billion or more in the next two years, it is obvious that the industry is growing at an exponential speed. The growth and development of Modern Labour Laws is a part of the Industrial Jurisprudence. The history of growth of modern labour legislation may be divided into the following periods. • The beginning of Modern Labour Laws (1830-1918). • Labour Legislation between the two world wars i.e., (1919-1942). • Labour Legislation between 1942 and 1947. • Labour Legislation after independence, between 1947 and 1971. • Labour Legislation after 1971 • Formation of Labor Law 2006 • New Labor Law 2010. 2.2 Trade Union in the Labor Law
The role of unions and their importance has changed over the years. A mixture of poor wages, high unemployment, non-existent benefits and insignificant professional stability amongst the more youthful era makes a ready demographic for restoration. The younger era is the slightest unionized section of our general public today by a long shot. Unions are important in today’s society because checks and balances are necessary entities in business and government, so if CEOs are just focusing on themselves and profits, unions are a necessary check to all that corporate power. Today and in the future, labor unions will continue to play an important role in our country 's work force and the quality of life for working families.

However, the relationship between labor and management was very confrontational when he assumed the role of city manager. His experiences with collective bargaining were in very traditional bargaining environments and he had very little experience with interest-based bargaining. This case traces the impact on service, costs, and capacity for problem solving, by demonstrating the conduct of collective bargaining, non-bargaining interactions, and contract administration with the city 's three bargaining units.
There is also a change in the attitudes of people within America about unions, where workers are politically independent and strive to fight for better working conditions for themselves, using their own rights given by the law, rather than relying on union leaders to fight for them (Brazile, 2012). This makes it harder for U.S. unions to exert the same level of power as they lack support within the society. Thus, for unions to stand strong and regain the power they once had, it is necessary for there to be a level of union revitalisation for them to adapt to the rapidly changing needs of the environment around them. There is evidence between both in the U.S. and in Germany that unions have recognised the need to adapt to the changing environment around them and have implemented certain strategies to help them regain their footing in society (Rehder, 2008). However, while union revitalisation has started to occur within the U.S., in Germany it has not been successful.

The relationship between unions and organization is a touchy one. Dating back to the start of unionization in the 19th century, the two bodies have held opposing viewpoints. Unionization was formed from the opinion that organizations took advantage of workers and some form of a negotiating agreement was needed. There were documented events of workers working long taxing hours for insignificant pay; no healthcare coverage; dangerous working conditions; and gender and or racial discrimination. Companies believed that unionization caused less productivity which endangered profits. Companies also believed that unions interfere in daily processes, and limits the employer’s say over compensation and benefits. The
