Lack of training and policing standards are closely linked to the myriad problems bedeviling police work, especially in small departments (Brodeur, 2010). All over the country, police departments report cases of officers being caught in uncompromising and unprofessional situations, resulting in disciplinary actions such as redeployment, suspension or sacking. These cases of unprofessionalism have led to questions being asked about policing, occasioned by recurring series of questionable and controversial encounters with police officers (Brodeur, 2010). The consequence of such encounters is increasing public distrust in law enforcement agencies.

Policing is a very difficult, complex and dynamic field of endeavor that is always evolves as hard lessons teach us what we need to know about what works and what don’t work. There are three different Era’s in America’s policing: The Political Era, The Reform Era, and The Community Problem Solving Era. A lot has changed in the way that policing works over the years in the United States.

In the last three decades, several concepts have been advanced to organize efforts to improve policing. Among them have been team policing, neighborhood policing, community policing, zero-tolerance policing and problem-oriented policing. Herman Goldstein was the first to propose problem-oriented policing in 1979. Problem-oriented policing is a policing strategy that involves the identification and analysis of specific crime and disorder problems, in order to develop effective response strategies in conjunction with ongoing assessment. In the 1800s, America became extremely industrialized. Due to all of the new upbringings there was a need for organized policing. Policing in America went through many different stages beginning with organized American law enforcement, to formal policing. Michael Moore and George Kelling inferred that there were three eras of policing; political era, professional era, and community era. The political era came first along, as that era began to go downhill, the professional era arose. As the professional era began to take drawbacks, the community era started up and is still going on in present day. There are many positives and some negatives in today’s society living in the community era.

But whether it’s Rockford or Spokane cities are struggling with violent crime, policing has become a trust problem. Cities have been experimenting with such high-profile ideas as CompStat, quality-of-life policing and predictive policing. The topic of police in general, and the brutal beatings, shootings, and arrests that have occurred over the past couple of years in the United States has hit the media full force, leaving many wondering what actions should be taken to keep the peace. Many question the system as a whole, and the training police officers receive, as well as their mental health. Across the borders, police are trained differently and follow various policies that may seem ridiculous or foreign, however, when comparing and contrasting two police systems, the similarities may be alarming, and the differences may be great, but knowing the strengths and weakness of each different system, can help towards progressing to have a better system and better training for police officers.

While the Reform Era worked to professionalize police, as society became more complex, so did the role of the police officer. The Community Policing Era was developed as a result of the need to develop cooperation and positive relationships between the police and public. What developed out of this era was an essential element of community policing – public accountability. Police officers became accountable to their supervisors who in turn became accountable to the community. Accountability can be seen as an honest evaluation of achievement based on clearly defined objectives. Many of these objectives are defined by complex community and social problems; as such police officers require the capacity and flexibility to work on them in a variety of styles and employing a variety of strategies.

Numerous police agency’s and police officials work on a distinctive local, state, and federal level and role. It has its individual area, sectors, and function, and work according to local streets parts inside policing. The dictionary definition of the police is “the organized civil force of a state, concerned with maintenance of law and order, the detection and prevention of crime, etc,” (Collins English Dictionary, 2002). This definition states the minimum of what the police actually do. Providing support for families, protecting society from criminals and responding to calls 24 hours a day 7 days a week are just some of the other roles that police have to deal with. In this essay the evolution of the police will be discussed as well as how the police are facing challenges.

It has been consistently shown in research that minorities are more likely to be mistreated by the police compared to other people (Dunnaville, 2000). Recent incidents have seen the police use excessive force on people and mistreat minorities. As such, the legitimacy of the police has been put under scrutiny and questioned. Many communities in the United States have demonstrated in reaction to recent incidents of police misconduct and excessive use of force. The people have lost trust in the police because of these issues. The police force has been accused of mistreating people, sexual harassment, violent and careless arrests among people particularly the minorities. As demonstrated in the movie ‘Policing the Police’ police officers are seen mistreating people for instance the scene where the police sexually harassed a teenager by touching sensitive areas. Community members are not willing to trust or work with the police to fight crime. As such, it is critical for the police agencies and department to make improving police-community relationship a top police priority. Policies should be developed that will strengthen the mutual trust between the police and the community. This relationship is critical because the police depend on information from the community to fight crime in the society.

Over the last several years, most police departments have been facing numerous financial challenges. The main reason is law enforcement agencies are expected to do more with less and the stagnant economy. The combination of these factors has been placing pressure on many departments to begin imposing budget cuts. Evidence of this can be seen with a survey that was conducted by the University of North Carolina. They found that 67% of police departments made some kind of budget cuts for 2011. The most severe reductions were occurring in large police departments such as Los Angeles, Atlanta and Detroit. (Delfem, 2011, pp. 199 - 205) This is illustrating one of the most pressing issues affecting a wide variety of police departments across the country. To fully understand what is happening requires: examining the situation, how they are able to interact with other agencies (i.e. state / federal) and recommending the way this relationship can be improved. Together, these elements will offer specific insights about how police departments can effectively address this problem.

Police Reform should be one of the many issues handled in the first one-hundred days of our new President’s term. The unrest and corruption are actions that do not belong in our police force. Throughout the history of law enforcement there has been numerous changes to improve the quality of the performance of Law enforcement officers to insure that the citizens’ rights are protected. However since its origins there has been a persistent problem that has been exposed drastically on social media recently. Along with the lack of communication, abuse of force, discrimination and inadequate training has been affecting the relations between the authority and the citizens they sworn to protect. It is something that has been embedded in the very core of the system. These things, abuse of force and discrimination, have become part of the police culture and with inadequate training has strain the trust within the communities.
